Stockton, California Serial Killer Being Sought by Police - 2022 *ARREST*

Five unprovoked murders in the past several months appear to be the work of one person, according to the Stockton, California, Police Department.

Authorities are searching for a person of interest tied to the five slayings, the first of which occurred on July 8. All of the victims were men and all were alone at the time they were fatally shot, police said.

The killings all happened at night or in the early morning hours.

Police released only a few details about the string of murders and when they happened: a 35-year-old man fatally shot at 12:31 a.m. on July 8; a 43-year-old man fatally shot at 9:49 p.m. on Aug. 11; a 21-year-old man fatally shot at 6:41 a.m. on Aug. 30; a 52-year-old man fatally shot at 4:27 a.m. on Sept. 21; and a 54-year-old man fatally shot at 1:53 a.m. on Sept. 27.

Stockton police told ABC News that all of the victims were ambushed, none were robbed and none were drug- or gang-related. Police also told ABC News that they have physical evidence linking the five crime scenes together.

It would be nice if it worked that way, but it never does. Unfortunately, people have to get used to it.
yeah we aren't going to change what's wrong in the world so get used to it. and say nothing, that will help and probably didn't help create the very problems, everyone saying nothing, just give up. oh i agree nothing will change, everything is too far gone. but okay. i expect you to do the same then re every case being corrupt, wrongful conviction and that this or that should be done. just shut up and deal with it and leave it be. deal?

Accused Stockton serial killer Wesley Brownlee enters 'not guilty' plea​

The man suspected in a serial killing spree in Stockton and Oakland made an appearance in court Monday.

Wesley Brownlee went before a judge inside a Superior Court of California San Joaquin County courtroom during a status conference in the case against him where his attorney entered a not guilty plea on his behalf.

During the brief status conference, Brownlee's defense attorney requested an April 29 check-in date, which the judge granted.

That court proceeding will be considered a "pre-preliminary" hearing, according to the judge.
 

Alleged serial killer to make court appearance for doctor report​

A court case that had extensive media coverage in 2022 was the seven serial killings that took place throughout the city and part of the Bay Area.

Prior to an arrest, the Stockton Police Department said they believed the shooting deaths were connected and cautioned residents to stay vigilant.

In October 2022, Wesley Brownlee, 43, of Stockton, was arrested in connection with the killings but only charged in the fatal shootings of three men: Jonathan Rodriguez, 21, Juan Carlos Carranza-Cruz, 52, and Lawrence Lopez, 54.

Prosecutors said that an unserialized "ghost gun" found in Brownlee's possession at the time of his arrest allegedly tied the shootings together through ballistic evidence.
Cellular data associated with Brownlee allegedly placed him at the locations and temporal proximity of the killings, according to prosecutors.

It wasn’t until Dec. 2022 that more charges were filed against Brownlee.

Brownlee was charged with the murder of an Alameda County man, Mervin Harmon, who was shot on April 16, 2021. Added to his charges were also the murders of Paul Yaw and Salvador Debudey Jr. and the attempted murder of Natasha LaTour.

The district attorney's office also filed a murder charge for the death of Juan Alexander Vasquez in Alameda County.

Brownlee will appear in court Nov. 18 for a doctor report, according to his attorney.
 

Competency report hearing for alleged Stockton serial killer postponed to December​

Two years after the arrest of alleged killer Wesley Brownlee, it remains undetermined if he will be competent to stand trial, according to a court hearing held Monday morning inside a Stockton courtroom.

A hearing Monday where a competency report was going to be provided had to be rescheduled for Dec. 2 because it had not yet been received.


Inside the courtroom, Brownlee’s supporters sat down, and listened to Judge Xapuri Villapudua and lawyers discuss further court dates alongside one alleged surviving victim and other victims' family members.

Last month, the court had ordered for Brownlee to be examined for competency to stand trial by Dr. Silvia Torres, but the prosecution said Monday that a doctor still needed to meet with the defendant in order for the report to be completed.

Court documents showed that the competency report stemmed from Brownlee’s defense on Aug. 19 when they tendered a declaration of doubt as to their client’s competence.
 

Suspected serial killer trial on hold as doctors assess his mental competency​

More answers could be coming in March regarding alleged serial killer Wesley Brownlee’s competency to stand trial, a judge said Monday.


In November, the court had difficulties reaching court-appointed doctor Silvia Torres, who was set to meet with Brownlee for examination.

Earlier this month, San Joaquin County Superior Judge Xapuri Villapudua said Brownlee had refused to speak to the doctor when they finally got in touch.

In August 2024, Brownlee’s defense had tendered a declaration of doubt as to their client’s competence. At the hearing Monday, prosecutor Elton Grau voiced his opinion on the matter.

Grau told the judge that there was a difference between Brownlee choosing not to speak with a doctor versus him not being capable of interacting with the doctor.

Despite the failed attempts to evaluate Brownlee, the doctor assigned to the case told the court they would not stop attempting to speak to Brownlee.

Although Brownlee’s competency remains at the center of the case, the judge set a hearing for 9 a.m. on March 10, where they will discuss the doctor's report.

Court records also show that a motion to quash will be heard at the next hearing. A motion to quash typically means a request was submitted to declare an item, such as a subpoena, invalid or void.
 
It looks like his victims were either Hispanic or Creole right? Also the gun he had on him has been identified as the murder weapon by ballistics too.

Is he now looking for an insanity defence?
I don't know. It sounds to me like many sound. The attorneys will want the evaluation but the client does not cooperate and refuses to talk to the doctor. Sometimes I'm not sure if it is a stunt or what. Sometimes it is requested but a State doctor is then put on it, and they do not want to talk to the State doctor. I'm not up on this one but clearly they asked for this but he refuses to see or talk to the doctor.

I don't see this one going anywhere fast.

McFadden added that Brownlee was detained after engaging in what appeared to be threatening behavior, including going to parks and dark places, stopping and looking around before driving on.


Investigators were still trying to identify a motive for the attacks. Police said some victims were homeless, but not all. None were beaten or robbed, and the woman who survived said her attacker didn't say anything.
The police chief thanked various local, state and federal agencies that took part in the investigation, including the FBI, U.S. Marshals and U.S. Drug Enforcement Administration.

Local investigators had also worked with police in Chicago to determine whether the killings might be linked to two 2018 murders in that city's Rogers Park neighborhood. Authorities said videos of suspects showed a man in black with a distinctive walk.
However, Chicago police said Friday that there didn't appear to be any link.

She was shot seven times and only survived by crawling to a road where a passerby saw her and called LE. I bet there are more that haven't even been traced to him yet.

Stockton police privately apologized over a year later to survivor of alleged serial killer

The Stockton Police Department privately apologized to a woman for not taking her case seriously enough after she was allegedly the first target in Stockton to be shot by a man suspected of a series of shootings of some unhoused people.
Natasha LaTour may be the only surviving victim of alleged serial killer Wesley Brownlee after she was shot 20 months ago.
Police said they apologized to LaTour, a 48-year-old Creole woman who was unsheltered at the time of her shooting, for failing to conduct a follow-up investigation after she was shot several times in April 2021 in Stockton.
LaTour is angry, not only for herself, but for the people that died after her, allegedly by the same hand. Despite feeling that the apologies given to her were sincere, she says if authorities would have taken her case seriously, it could have possibly prevented the deaths of five innocent people.
The spokesperson for the Stockton Police Department, along with Chief Stanley McFadden, apologized to LaTour shortly before a vigil began on Oct. 19 in front of City Hall to honor the six men who were fatally shot between April 2021 and September of this year in Stockton and Oakland.
"They offered me an apology in regard to how the case was handled," said LaTour.
"They were all whispered, it was not on a microphone," she said.
Joseph Silva, the Stockton Police Department public information officer, said he and some of the members of the department did apologize to LaTour.
"The chief and I apologized to her and the reason for that was because she's a victim of a violent crime and she was apologized to because of a follow up that was not conducted during her investigation," said Silva.
A second investigation did not occur until early October of this year, but by then five people had been killed, LaTour said.
"It's clear to me there are people that are dead because they (police) didn't reach out," said LaTour.
Police announced on Sept. 30 of this year that a series of homicides claiming the lives of five people were believed to be connected.
The Stockton Police Department then revealed that two additional cases had also been linked with the previous shootings: a fatal shooting of a 40-year-old Hispanic man in Oakland on April 10, 2021, and an attempted murder in Stockton on April 16, 2021, when a 46-year-old Black woman, LaTour, was shot at Park and Union streets.
LaTour confirmed that although police identified her as a "Black woman" — she identifies as Creole — it was her shooting that they reported.
San Joaquin County prosecutors said in October that an unserialized "ghost gun" found in Brownlee's possession at his arrest had allegedly been tied to the shootings through ballistic evidence.
The other lives taken in the series of homicides included Juan Vasquez Serrano, Paul Yaw, Salvador Debudey Jr., Jonathan Hernandez Rodriguez, Juan Carlos Carranza-Cruz, and Lawrence Lopez.
After midnight on April 16, 2021, LaTour said she had been at her storage unit, a place where she typically changed after she became unsheltered during the pandemic. She said she had stopped to buy a beanie and sweatshirt before riding her bike over the train tracks to Park and Union streets.
It was about 3 a.m. when she heard movement in some gravel near her and decided to turn around and look at the noise.
"I turned, I looked, and when I looked this person already had a weapon drawn, the gun was out," alleged LaTour.
She said she felt the wind of the train passing by at full force as her shooter remained silent and began firing multiple gunshots at her.
"I'm thinking, this is pure genius -- no one's going to hear these gunshots," she said.
Stockton Police Department detectives said in a Facebook post that the shooting victim on that day described the suspect as a male of unknown race, 5 feet 10 inches to 6 feet tall with a thin build, and was wearing a dark colored hooded sweatshirt with the hood pulled up and dark colored pants.
LaTour's attacker was wearing an all-black COVID-19 style mask, making it difficult for her to identify the shooter, she said.
As LaTour was lying on the ground, she was scared and knew she needed to get herself to the street to get help, she said, but she felt sleepy. Somehow, she crawled out into the street to seek help while remembering her late grandmother.
LaTour said she is unsure how many cars drove by while she was on the ground, but one vehicle stopped, drove about a block away and called for help.
"Don't worry, I'm calling 911 for you mija," said the passerby, who remains unknown to LaTour.
According to the Stockton Police Department's incident report, Officers Shawn Marques and David Hayden arrived on scene at 3:27 a.m.
Officer Hayden's report said LaTour was taken to a hospital where she was in critical but stable condition.
According to San Joaquin County District Attorney Tori Verber Salazar, Brownlee was charged with only three of the suspected shootings in October because prosecutors had sufficient evidence for the shootings. He is next scheduled to be in court on Jan. 3.
"LaTour's attempted murder is also pending evidence," Salazar said at a press conference held in October.
LaTour said because police failed to reach out to her for a second investigation, she feels that her life was not a priority to the police officials.
"It feels horrible, but it feels a million times worse to know that people are dead behind it too," said LaTour. "The more I think about it, the more it makes me wonder if maybe I wasn't even the second one shot."

Yeah that did make me think of LISK too. I just found this article about the survivor. She believes her faith in God is what saved her. Reading her account is very interesting.

That is gripping. I think far more of her than LE. LE never went to her in the hospital and it never made the news. Really, what the HE77 is wrong with our news, our country and some LE? Seriously. Oh I know, it isn't like white children or such getting killed right...?

DO YOUR EFFING JOB LE!! It is not about WHO the victims are for God's sake.

This woman sounds strong, and I do believe the killer likely thought her a man.

Who finally did call for help or how did she finally get help and taken to a hospital? LE never talked to her so were they even ever there...?

And she is right, had they DONE their job, quite possibly all the subsequent murders would never have occurred.

I've said it before and will again--it is the perp always who is at fault but there is a ton of blood too on LE, some CPS agencies and many others. DIRECTLY ON THEM. Why? Because they are failures and did NOT DO THEIR JOBS.

The Stockton serial killer was charged with four addition murders months after he was arrested while on the hunt for his next victim.
Wesley Brownlee, 43, is accused in the killings of Juan Alexander Vasquez and Mervin Harmon in Alameda County, Paul Yaw and Salvador Debudey Jr. in San Joaquin County, and the attempted murder of Natasha LaTour.
Brownlee was already connected to all the victims but Harmon. He wasn't formally charged for their deaths until Tuesday.
The serial killer was driving when he was arrested on October 10 and only charged with the murders of Jonathan Rodriguez, 21, Juan Carlos Carranza-Cruz, 52, and Lawrence Lopez, 54.
'We are sure we stopped another killing,' Stanley McFadden, Stockton Police Chief, said at the time of Brownlee's arrest.

Before his arrest, authorities were on the hunt for Brownlee since reviewing several surveillance footage that showed him attacking and shooting his victims between July to September.
Brownlee used a ghost gun that was recovered at his arrest at the time of the killings, prosecutors said.
He was arrested at around 2am in October by police after investigators received several tips about the person behind the attacks.
Officers watched him drive to parks and dark places, stopping and looking around before driving on – with police saying he was 'hunting' for new victims.

Police stopped him in a car in the Central Valley city, where five of the six shootings took place.

Authorities described Brownlee's killing spree as a 'reign of terror.'

Brownlee, who has a criminal history, allegedly killed Juan Miguel Vasquez Serrano, 39, on April 21, 2021, in East Oakland just days after attacking LaTour. Serrano was also homeless at the time of his murder. He left behind three daughters between the ages of 10 to 17.
Serrano was shot nearby the neighborhood where Brownlee grew up in Oakland., according to the East Bay Times. In the same area, the suspect's brother and a friend were killed in drug-related homicides in 1995.
After shooting LaTour and Serrano the attacks stopped for several months before Paul Yaw was killed on July 8.
Yaw, 35, was shot in Holiday Park in Stockton on July 8 at around 12.30am, with his mother paying tribute to him as 'a sweet boy who grew into a man with a big heart.'
Brownlee then shot four people dead within a two-month period before officers arrested him on Saturday.

Salvador Debudey Jr, 43, died on August 11 after police tried to resuscitate him. He was shot in a parking lot located at the 4900 block of West Lane.

Jonathan Hernandez Rodriguez, 21, died on August 30 and was found dead inside a car outside of his apartment complex and Juan Cruz, 52, died on September 21. Hernandez was one of Brownlee's youngest victims.

Brownlee's most recent alleged kill was of Lawrence Lopez Sr, who died on September 27, and was described as being 'in the wrong place at the wrong time' by his brother. Lawrence was shot on a sidewalk located at the 900 block of Porter Avenue.


Most of the people Brownlee killed were homeless and either white or Latino.

Police say the killings were not gang or drug-related, and they have not revealed a motive but say they believe the killer was 'mission-oriented.'

Stockton serial killings case continues to stall as defendant refuses to speak to doctor​

A prosecutor in the Stockton serial killings case requested that the court ask defendant Wesley Brownlee to cooperate with a competency examination in court this week.

At Monday's hearing in the San Joaquin County Superior Court, Judge Xapuri Villapudua was scheduled to review a doctor's report to determine whether Brownlee is mentally competent to stand trial. However, a ruling on Brownlee's competency to stand trial was not made.


For the last several months, LaTour, along with Brownlee's loved ones and families of the victims, have sat through hearings with the hopes of learning the ruling on the defendant's competency. They have left court without an answer each time.

In November 2024, the court had difficulties reaching Dr. Silvia Torres, whom the court appointed to examine Brownlee. Two months later, Villapudua said Brownlee and Torres had met, but the defendant refused to speak to the doctor during the examination.

On Monday, Deputy District Attorney Elton Grau, who is prosecuting the case, asked the court to tell Brownlee to cooperate with the doctor's examination.

"What I'm asking the court to do is to ask Mr. Brownlee to cooperate with the doctor's examination. That's all I'm asking," Grau told Villapudua. "There's case law there which allows a little bit of latitude for the court to explain that ... and if the court does not feel comfortable in doing that, then so be it."

John Philipsborn, one of Brownlee's attorneys, told Villapudua that the court had previously ordered Brownlee to participate in the doctor's examination. He said his client did attend the doctor's last examination.


"I believe the complaint from the examiner was that there was no verbal interaction," Philipsborn said.

Grau asked Villapudua if the court could order Torres to try to examine Brownlee again. The judge agreed to.

After that matter was discussed, Brownlee's other attorney, Allison Nobert, told Villapudua that neither the defense nor the prosecution had received an audio recording of Torres' interview with Brownlee.

"We'll put on the minute order that Dr. Torres is to provide both counsel with the recording of her interview with Mr. Brownlee," Villapudua said, adding that she hoped it would be available by the next court date.

Brownlee will continue to be held at the San Joaquin County Jail without bail.

The next hearing in the case is scheduled for 9 a.m. on June 9 in Department 9B of the San Joaquin County Superior Court. The judge is expected to receive the doctor's report then.
 
I skimmed the thread a bit to refresh and actually said he'd play this game, well I think, I didn't read every post word for word, but seems to be a common tactic these days--I mean their atty will ask for it, then they refuse to cooperate and so on. Not going to go reread as already skimmed but regardless, it is a tactic used.

He was mentally competent enough to have or make a 3D gun and to determine the people he shot weren't black. This was clearly a racist attacker. And now he isn't talking. He's not stupid.

Also trying to say I think it is a D tactic as well at times. Not sure, but certainly see it enough these days...
 

Still waiting for justice: Lone survivor refuses to let Stockton serial shootings fade away​

It’s been three years since the arrest of Wesley Brownlee, 46, the man accused in the so-called “Stockton Serial Killings” that put the city in the national spotlight. Seven people were killed, and one woman survived.

That woman is Natasha LaTour, and she says she is speaking out again for one reason – to make sure no one forgets the victims or the case that left her city shaken.


She didn’t know it then, but her case would help police connect her shooting to a series of killings.

Her survival became a crucial piece of the investigation into Brownlee — the man accused of killing 7 people across Stockton and in Alameda County between 2021 and 2022.

Brownlee was arrested on October 15, 2022, but three years later, his case still hasn’t gone to trial. San Joaquin County Court records show repeated delays, mostly tied to Brownlee’s refusal to cooperate with doctors to determine if he’s mentally competent to stand trial.

“I fought an entire nine-month battle. I went through 11 rounds of chemotherapy, came back into the court…the case had not moved,” said LaTour. “It’s extremely frustrating. There’s been deaths and the families of the victims, you know, they were waiting for justice. And it’s extremely frustrating.”

Nastasha continues to wait for justice, but says she understands the process and expresses gratitude to the prosecutor who handled the case.

Today, LaTour’s life looks very different. She is no longer homeless, has overcome substance addiction, and is in remission after a long battle with cancer. She now works full-time in Downtown Stockton, greeting people with a smile as they arrive for community events.


As LaTour continues to heal, she carries the memory of the seven victims who did not survive: Juan Vasquez Serrano, Juan Cruz, Salvador Debudey Jr., Jonathan Hernandez Rodriguez, Mervin Harmon, Lawrence Lopez Sr., and Paul Yaw.

Natasha honors the victims with a tattoo on her arm. She describes the “Tree of Life” and has placed a different-colored leaf on the branches representing each of the victims.

“I didn’t ever want to be known as a voice for the victims,” said LaTour. “But I know that in the courtroom, that’s exactly what I am.”

According to the court website, the case against Brownlee is scheduled for further arraignment on Oct. 27 at the San Joaquin County Courthouse.
