Letcher County, KY Sheriff arrested in shooting death of District Judge (2 Viewers)

Sheriff Mickey Stines was arrested after surrendering himself to police. The shooting occurred in the judge’s chambers about 3 p.m. this afternoon (September 19).
Stines allegedly walked into the judge’s outer office, told court employees and others gathered there that he needed to speak with District Judge Kevin D. Mullins alone. The two then went into the inner office, closed the door and those outside heard shots. Stines walked out with his hands up and surrendered to police.

Court employees were on the sidewalk outside the courthouse in shock following the shooting. Stines was handcuffed in the foyer of the courthouse. Officials expected the investigation to continue for several more hours.

We may never know. His own attys are saying it was over an irrational fear that his wife and daughter would get kidnapped. The irrational part seems to indicate they don't believe there is any basis for his fear. However, they may never say another word as to the WHY. Will the P try to show a motive? Hard to say... Seems to me there is a lot they'd like kept quiet there...

I think he can still plead guilty due to insanity or diminished responsibilty. So that's true we may never know. Best to wait till he has his assessment, i guess.

Well he can but may be an uphill battle. As far as diminished responsibility or anything like that, I don't that that would do much except maybe help in a plea.

Former Ky. sheriff accused of killing judge files motion to dismiss indictment​

Former Letcher County Sheriff Shawn “Mickey” Stines has filed a motion to dismiss his indictment.

Stines is charged with murder in the death of Letcher County District Judge Kevin Mullins.


Attorneys for Stines say the Commonwealth withheld information from the grand jury. Attorneys also say there was an intentional failure to record proceedings in front of the Letcher County grand jury.

Attorneys for Stines also filed a motion for a bond hearing. The filing says no bond has been set. They are asking for that hearing to be set, once Stines completes his mental evaluation, which is set for this month.

I rewatched the video of Stines talking to LE. He goes on forever about his fear they or someone would kill him. Then I read the article where his attys felt he was pressured to not say much in depositions about what went on, especially in judge's chambers and how he could not later reach the wife and daughter and was truly in fear for their safety.

I honestly do not know what to believe here. I've probably said this all before, would not doubt it a bit as we get no new news really or facts.

To me clearly, there were bad things going on. Second, pretty clearly I'd say at least in one judge's part of the courthouse and chambers. Yet if there are higher ups and pressure and a ring or others in on keeping things not known, his shooting the judge does not take out the others or ensure the safety of his family, so that really makes no sense entirely either. He is acting as if he is scared, paranoid and fearing LE officers he knew.

Judges are pretty immune from prosecution (is wrong imo) and I think I've said before maybe he felt hung out to dry with all falling on him, but this doesn't explain what the judge was up to either if it was something like that, why didn't he keep him at gunpoint and force him to write or something what he'd done if it was something like that?

Just none of it makes any sense.

All I have really decided here is that there is corruption in this county at minimum and that there are people who want what they can keep unknown kept that way, it is not hard to believe. I mean I'm not even sure Stines was not involved. They were said to be good friends and perhaps so long as all were getting what they wanted, all was fine. I don't like to comment on physical appearance of people, it isn't something I judge by (although someone like Lori Daybell I will, all bets are off) but Stines is pretty darned unfit and hopefully it is still PC to say honestly, fat. I'd say he ate pretty well and maybe add in what could be beer gut. He isn't going to attract much imo if he was one to want other women, not on his own anyhow only through control too. I'm not saying he was part of things, I have no idea.

The judge too I wouldn't call an overly attractive man, bushy eyebrows and big sags around his eyes. I'm not trying to be mean so much as to say how unfair and gross they are that they were controlling women and using their power if both of them were as well. I don't mean someone attractive would not be as bad when unwanted, but they are both pretty gross on top of what they have to recall and live with.

Probably an unnecessary remark.

I don't like the missing pieces here and I want no corrupt bunch or county not entirely dismantled or even those above it if there are such. This is a very irritating case. Stines wouldn't say on camera the reason for the fear of men he worked with even. They kept saying there was no reason for any. Who knows??

CLEARLY there is more to this. I guess I'm just driving in a circle again, what we all do in this case.

I keep thinking perhaps the judge shared things on Stine. But then judge is pretty immune.

And it does seem to me daughter was involved in some way or wife and daughter.

Don't forget that Stines had been having marital problems and was locked out of his own house too, by his wife the night before and is why he was not in his uniform that day. So we still don't know everything here. A trial is the only thing that would get to the bottom of it all IMO.

I heard that but unsure if it is verified. Yeah clearly we don't know all. Seems to me she came right to his defense though if I recall correctly.

Well they know he did it already, as he admitted it. Perhaps they want to see how premeditated it was ie how long he had been harbouring the necessity to kill him. I can't help thinking the judge had something on the sheriff so blackmail perhaps? Just wondering.

As the saying goes, they were thick as thieves, lunching every day, working together, so something prompted it. IMO of course.

If the D see it then the P will have to as well so will we all get to see it?

The courts can be quite protective over psychological evaluations. We never did get to see Lori Daybell‘s, for example.

Former Letcher County Sheriff Shawn "Mickey" Stines appeared in court Friday.

Stines is accused of shooting and killing Letcher County District Court Judge Kevin Mullins in his chambers last September.

During Friday’s status hearing, Stines’ defense team requested the dismissal of the indictment against him. They argued that improper testimony regarding Stines' mental state may have influenced the grand jury's decision.

Prosecutors opposed the motion to dismiss, asserting that proper procedures were followed.

Additionally, Stines’ defense requested bond and discussed the possibility of unsealing Stines' psychological evaluation.

The judge did not make any rulings on Friday. The next hearing to address these matters is scheduled for September 2.
