Suspect in kidnapping of 9-year-old girl from NY campground indicted on rape, kidnapping charges

Craig Ross Jr., the man accused of kidnapping a 9-year-old girl riding her bike in Moreau Lake State Park in September, has been indicted on rape and kidnapping charges.

Craig N. Ross Jr., 47, was charged with multiple counts of predatory sexual assault against a child in addition to first-degree kidnapping during an indictment on Friday in Saratoga County Court, according to the Albany Times Union.

The charges carry a maximum penalty of 25 years to life in prison.

Authorities arrested Ross on Oct. 2, after a two-day manhunt, which led authorities to a camper van in Ballston Spa, New York, where Ross was living on his mother's property.

The victim was found in a cupboard in his camper van and in good health, police said.
MULTIPLE counts of PREDATORY sexual assault. Okay I'd rather not hear that but I did. MULTIPLE. And his MAX is 25 years to life, for ALL counts there can be 25? REALLY? I would suspect he won't get life since there is no murder here but I hope I am wrong, cynical me. If it gets high profile enough he probably will. But I doubt he will and any sentence under life is automaticallly less these days and he will see release and heck even LIFE is not guaranteed any longer.

I am sooo happy she survived and they did a great job of finding her but what she endured and has to deal with and live with is an automatic LIFE IN PRISON imo. There should NOT even be a RANGE. When proven.

This is a monster. Didn't he just get off from having some relative or acquaintance cihld's claims he had been molesting her? Do I have the right case? And then when "free" of those accusations he goes and does this? I suppose as he lost the one he had been inflicting his grossness on.

Maddening.

Accused Moreau kidnapper Craig Ross due in court

Craig N. Ross Jr., who is charged with kidnapping a Greenfield girl at Moreau Lake State Park is set to reappear in Saratoga County Court this coming Thursday.

Additional information on the appearance was not immediately available Friday.

In November, Ross, 46, pleaded not guilty to all nine counts lodged in the indictment against him.

FIRST ON 13: Accused Moreau Lake State Park kidnapper without attorney

Craig Ross, the man accused of kidnapping a little girl from Moreau Lake State Park, finds himself without an attorney this morning.

George Conway, Ross’s attorney, has been appointed the new county attorney by the Saratoga County Board of Supervisors and will no longer be able to represent Ross or other defendants.

This development as we’ve learned Ross will not be back in court tomorrow as scheduled.

He was supposed to appear before Judge Jim Murphy, as prosecutors were expected to declare they were ready for trial. But both the defense and prosecution asked for an adjournment which the judge granted.

Craig Ross Jr. needs new lawyer in child abduction case at state park

Craig Ross Jr., the alleged kidnapper of a 9-year-old girl who was taken from a state park on Sept. 30, needs a new attorney after his lawyer took a new post with Saratoga County’s government.

George Conway, Saratoga County’s conflict defender, was named as the county’s attorney Tuesday evening by the Board of Supervisors. He replaces Michelle Granger, who a spokeswoman for the county said, is “exploring another opportunity within the county.”

Conway’s departure from the conflict defender’s office means that Ross must be appointed a new attorney. The situation prompted the adjournment of his Thursday morning appearance in front of Saratoga County Judge James A. Murphy III.

A conflict attorney? Never heard of that one before. Is this just another name and a NY thing for a public defender...? Just sounds weird. Not charged with murder or assault or theft, the defendant just has a conflict his defender needs to defend him on...?

Anyhow I'd ASSUME it's a public defender?

Plea deal explored in Moreau kidnapping and prior unsolved cases

Saratoga County prosecutors have explored the potential of a plea agreement with the man charged with kidnapping a 9-year-old girl at Moreau Lake State Park — if he has any connection to the abduction and murders of two teenage women who vanished in 2003 and 2005 and is willing to admit it, according to a person briefed on the matter but not authorized to comment publicly.

The preliminary discussions with George P. Conway, who had been the criminal defense attorney for kidnapping suspect Craig Ross Jr., were suspended recently when Conway left the conflict defender’s office to take a new position as Saratoga County attorney. Any potential plea negotiations will remain on hold until Ross is assigned a new attorney.

A plea deal for the 46-year-old would likely not include an offer of any sentence of less than 25 years to life, even if Ross were to admit to the two unsolved homicides. He has never been identified as a suspect in those other cases, but police confirmed they have been examining his potential role in unsolved abduction and homicide cases in this area, including in those investigations.

Still, law enforcement sources said investigators have no evidence linking Ross to the earlier abductions, in which both young women vanished after last being seen near Saratoga County mobile home parks in the town of Milton, where Ross and members of his family have resided for decades.

What???? 25 years when now you think he may be related to homicides??!!!! Serial killer or so it sounds?!! Do YOUR homework if you have him and now suspect that. That is CRAZY. DO YOUR DAM*ED JOB!! If you just now got him for this one and NOW you suspect he MAY be responsible for these older ones then wouldn't you look to see if you can now match things and prove it first before offering a DEAL for what now sounds like a serial molester AND serial killer?!!!!!

This is the SAME case and SAME guy that just got off of charges of repeated SA and molestation of a child who came forward and then he kidnapped this one. My guess was because he lost access to the one he HAD been assaulting. AND was let go, charges dismissed. IF they did their job, maybe THIS one would not have been kidnapped and molested.

I still don't know what the stupid new term of conflict defender's office is and still assume it is the same as public defender.

This all reeks.

That too, first atty took a job in the same darned office and so all is on hold until they get him a new one. Doesn't add up to me.

Seems to me they want to wash their hands here for some reason perhaps over prior mistakes as well....

This is outrageous. They suspect homicides but want to give him a deal for all is how I take it.

I'll tell you knowing what I know and see these days, if I knew it, i wouldn't be having children. I've said it before and will again, idiots run this world. The countries, the states, the ciities and even the schools. My God has everyone lost it.

Maybe it always was that way and one just didn't know it. But sentences used to be SENTENCES not some namby pamby swat on the wrist and now you served a day and we will let you out.

And NO ONE can do their darned job any more nor are expected to or so it seems in some of these arenas.

They themselves are talking of a serial offender or even killer here and they want to make a DEAL?!!

FIRST ON 13: Man accused of kidnapping 9-year-old girl in Moreau gets new attorney

Craig Ross Jr., the man accused of kidnapping a little girl from Moreau Lake State Park, has a new attorney.

Matthew Maiello will be representing Ross going forward. The Saratoga County Board of Supervisors appointed Maiello as the new county conflict defender early Wednesday evening.

FIRST ON 13: Man charged in Moreau kidnapping asks to stay out of court

Accused kidnapper Craig Ross Jr. is asking to stay out of court.

Ross appeared via Teams video conferencing from the Saratoga County Jail today to ask County Judge Jim Murphy to be allowed to stay at the jail and appear virtually for any future appearances. Ross claims appearing in court increases his anxiety, which exacerbates an illness he has.

Judge: Craig Ross Jr. must be in court for next appearance in kidnap case

A judge on Wednesday rejected Craig N. Ross Jr.'s request to skip his next in-person court appearances, a request the Milton man charged with the notorious kidnapping of a 9-year-old girl made because appearing in court exacerbates a medical condition.

Ross' new attorney, Matthew Maiello, tried to convince Saratoga County Judge James A. Murphy III that the 46-year-old should be allowed to appear on a remote broadcast from the county jail. He argued Ross has a “substantive reason” to stay out of the courtroom, without discussing the details.

But court officials familiar with the case say Ross, who faces felonies for allegedly kidnapping the girl from Moreau Lake State Park, has a medical condition that is aggravated by the stress of being in court.

Murphy told Ross he must appear at a Feb. 1 court appearance, where prosecutors are expected to announce they are ready for trial.

Ross, whose charges include kidnapping and multiple counts of predatory sexual assault against a child, appeared Wednesday on a screen via Teams while Assistant District Attorney Jennifer Buckley noted that she handed over an “exceptionally voluminous” amount of evidence to Maiello. She said that included 2,900 photographs, more than 600 body-camera videos, a 364-page police report, hundreds of pages of cellphone tower data, 400 pages of emails, 569 radio transmissions and 100 clips of surveillance video. She said that Maiello has been given the names of potential witnesses.

“I would note for the record that scientific testing in this case is ongoing. There are still a number of items waiting to be tested that will be forthcoming,” Buckley said.

Ross sat quietly during the proceeding.

“The court granted that application for today’s purposes only,” District Attorney Karen Heggen said. “The court further went on to find the next appearance the defendant is scheduled to appear in, is one that I anticipated he will be present physically. We announced that we are ready for trial in this case today, but we cannot legally do so without him being legally present.”

She noted she is not a doctor and couldn’t say whether or not Ross had a good reason to appear remotely.

So stress of being in court aggravates some condition. Huh. Wow. Does the stress of being in jail do the same? Does the stress of committing a crime and being arrested cause it? Does the stress of being a child molestor cause him any stress that aggravates his condition? Bunch of baloney. Court stresses MOST people. It causes outright major panic and anxiety in me.

This isn't a case of much doubt that he is guilty and I say tough sh*t. You are the defendant charged with a crime and you appear.

Craig N. Ross Jr. set to appear in court Thursday

The man accused of kidnapping a 9-year-old girl from Moreau Lake State Park will return to court on Thursday where prosecutors are expected to announce they are ready for trial.

Craig N. Ross Jr. wanted to appear remotely from the Saratoga County jail but a judge ruled earlier this month that Ross must be in court for this week’s appearance.
Saratoga County District Attorney Karen Heggen said the 46-year-old Milton man should be in court. His attorney argues he has “substantive reasons” — mainly medical problems — that should keep him out of the courtroom.

Heggen said that on top of the “exceptionally voluminous” amount of evidence prosecutors already have, more is being tested.

“We are still gathering information,” Heggen said. “There is still testing being done. We have fulfilled our obligation that we need to at this point. But I anticipate there will be additional items, information about items that have testing ongoing.”

Heggen would not say if those tests involve DNA evidence.

Last month, prosecutor Jennifer Buckley said evidence against Ross, who is charged with kidnapping and multiple counts of predatory sexual assault against a child, included 2,900 photographs, more than 600 body-camera videos, a 364-page police report, hundreds of pages of cellphone tower data, 400 pages of emails, 569 radio transmissions and 100 clips of surveillance video.

Ross' attorney Matthew Maiello declined to comment on Monday.

Prosecution allegedly ready to say they are prepared for trial less than six months after the crime and with a ton of evidence ready already. I am impressed. And much more than they need still being tested is how it sounds to me.

His attorney declined comment. Lol.

So today he has to appear as he SHOULD. Creep.

Judge sets April trial date for Craig N. Ross Jr., Milton man accused of child's abduction

The man who allegedly kidnapped a 9-year-old girl from Moreau Lake State Park will head to trial on April 8.

Saratoga County Judge James A. Murphy III set the trial date during Craig N. Ross Jr.'s brief appearance in court Thursday. The judge also said Ross must be in court for his trial. His attorney had earlier asked that Ross be allowed to participate remotely because court appearances aggravated a medical problem officials identified as multiple sclerosis.

“I did require Mr. Ross here to be today because it is anticipated that the People will ask for readiness for the record,” Murphy said. “My understanding of the statute is the defendant must be in-person for the People to assert readiness. … I am going to require Mr. Ross to be present, in-person for all future appearances.”

However, he said he would entertain future requests from Ross' attorney, Matthew Maiello, for his client to appear virtually.

The shackled Ross wore a bulletproof vest as he sat quietly beside Maiello in court, though it was unclear if he’d been the target of threats.

Assistant District Attorney Jennifer Buckley declared she was ready to present her case against the 46-year-old Milton man who is charged with kidnapping and multiple counts of predatory sexual assault.

Ross could face 25 years to life in prison on the kidnapping charge. His next appearance is Feb. 21, Buckley said, to ensure the trial is going forward.

Prosecutors have said investigators have compiled 2,900 photographs, more than 600 body-camera videos, a 364-page police report, hundreds of pages of cellphone tower data, 400 pages of emails, 569 radio transmissions and 100 clips of surveillance video. Buckley also said that scientific testing remains ongoing and, as it is ready, it will be turned over to the defense.

In court, Maiello said there are more than 2 million files of evidence. He did not immediately respond to a Times Union request for comment on his client’s health.

The 9-year-old’s family, who filled a bench in the court, declined to comment.

Glad the State is ready and this show is on the road.

Don't know why just said he would entertain further motions for defendant to appear virutally. He is the DEFENDANT and belongs in the courtroom and if it can be done now, it can be for all other hearings and trial. No judge needs to start a new trend of doing this.

A man pleaded guilty in court Wednesday to kidnapping and sexually assaulting a girl who was on a weekend camping trip with her family in upstate New York, officials announced.

The girl, who authorities said was under 13, vanished on a bike ride with friends in Moreau Lake State Park some 45 miles north of Albany around dinner time on September 30. And her kidnapper, Craig Nelson Ross Jr., wrote a ransom note to try to get money, court documents state.

Following a search for the child involving hundreds of personnel from multiple agencies, investigators found her alive October 2 at a property in Ballston Spa, some 20 miles from the park, authorities said. Fingerprints on the ransom note left in the family’s mailbox helped investigators identify Ross as a suspect and then track him to the Ballston Spa property, state officials said.

Under a plea agreement in New York’s Saratoga County, the prosecution has recommended that a judge sentence Ross to 47 years to life in prison, including 25 years to life for a first-degree kidnapping charge and 22 years to life for a charge of predatory sexual assault against a child. Sentencing is scheduled for April 17.

“With the guilty plea today of Craig N. Ross, Jr., the victim and their family were able to hear the defendant admit his guilt to these heinous and despicable acts,” Saratoga County District Attorney Karen Heggen said in a release Wednesday.

“I think there’s a collective sigh and a pause of a release of a breath” now that Ross has admitted to the felonies, Heggen told reporters outside court.

Ross had pleaded not guilty in November to a nine-count indictment that included predatory sexual assault, kidnapping and sexual abuse charges.

The child will receive a 100-year order of protection against Ross, according to the district attorney’s release. Ross owns a property just over a quarter-mile from the child’s home, authorities had said.

Just came in to see the new news and saw this. And how mentioned then and now we have had a major trial without a defendant having to appear in Montgomery. Pointing it out is all. I didn't even recall such went on here. Seen it a few times but the judge orders it. Not in Montgomery. New trend occurring.

Thank you @Summer_Breeze for updates on cases.

A rare defendant that seems to take responsibility and there was not a murder here and fighting it may have gotten him some bullsh*t plea. Hard to say if he will do the time agreed to but it is a lot and a 100 year order of protection is good, not that if released a piece of paper does any good.

She nor the family have to go through it all and further trauma in the court process which is awesome and he appears to have taken responsibility. Some who go to trial and are convicted who have murdered get sentenced to less than this deal is. And that is with murder.

Charlotte is My Hero: My missing niece came home and put her captor away for life

Charlotte was 9 years old when her shocking abduction from an upstate New York campground made national headlines. She vanished while riding her bike during a family trip at Moreau Lake State Park on Sept. 30, 2023. Charlotte was rescued 47 hours later, found safe inside a camper RV belonging to the suspect, who was caught after leaving a ransom note at the child’s home. In February, Charlotte’s abductor accepted a plea deal and was sentenced today.

As someone who makes a living through words, I’ve been at a loss for them lately.

Throughout my 25-year journalism career, I’ve been like a proverbial open book, publishing nearly every negative experience in my life, from my divorce to nearly dying of a blood clot, in hopes it can somehow help others. I’ve always been motivated to share. But this time, it feels different. I’ve opened and closed my laptop a hundred times over the last few months. It’s not writer’s block, it’s something else. The past six months are unlike anything I’ve ever been through. It’s something no family should ever have to go through. Yet, here we are.

The days of fight or flight running on adrenaline mode seem to wane, and our purpose is becoming clearer. As we come out of the fog, my family can take some solace in knowing that the man who stole my adorable, sweet little 9-year-old niece from right under her parents’ noses and held her captive for two days while hundreds searched for her and an entire nation prayed for her, will be rotting in a 6x8 cell where he belongs for the rest of his life.

This is the part where I was going to tell you what happened, how those torturous two days were for us, and the many long days that followed. But it’s not my story to tell. It’s hers one day when she’s ready. I will tell you that she’s the bravest person I know (and my husband runs into burning buildings for a living), and her strength and resilience are nothing short of remarkable.

At sentencing today, the judge ruled that Craig Ross Jr. will serve 47 years to life. He will be 94 when he’s eligible for parole. That’s primarily due to our sweet niece and her courage. I’m not sure what ‘most kids’ would do in this instance, as this is something NO CHILD should ever have to endure. But I do know that she shocked family members and investigators with her ability to calmly and articulately recount every last detail, no matter how small, of what happened to her during those 47 hours, effectively building what could be considered an airtight case for the prosecution. More than a million pieces of evidence were sent to the defense, and that’s not an exaggeration.

The FBI, the New York State Police Special Operations Response Team, the forest rangers and multiple other agencies responded not only to locate her in the small camper hidden away in a trailer park, but to apprehend the monster that took it upon himself to kidnap her from her family camping trip and take her there. The special ops team that raided the camper were recently honored as the heroes they are, and they deserve those accolades and many more. Our gratitude to them is immeasurable. But she is the real hero, having not only kept herself alive during those harrowing hours but also having the remarkable ability to put him away for life so he can never harm another child ever again. SHE did that. The petite little angel who barely scrapes 5 feet tall went up against a giant scary monster – the boogeyman in the flesh – and she won. No one can ever take that away from her. Not all heroes wear capes. Mine wears a Pokémon T-shirt.

We understand that we beat the odds. That SHE beat the odds. Statistics show that when a child is abducted, the likelihood of them returning home becomes null at hour 48. Roughly half of all abductions are custodial, meaning the child is taken by one of their parents. Having your child abducted by a stranger in the first place is about as likely as dying in a plane crash. Yet, it had happened to our family.

But we have to remind ourselves how lucky we are. She’s here to share her story with others; one day, she will help many people. She is going to change the narrative of what a victim is. She’s a survivor. Her parents are now focused on helping her return to the ‘normal’ childhood she once had, with plenty of ice cream, sleepovers, school plays and, yes, even camping trips – the beloved family pastime they enjoyed so much. She will carry this experience with her forever; one day, it will fuel change.

Helen Keller famously said, “Keep your face to the sunshine, and you cannot see a shadow.”

Focusing on the positive that can come from this horrific situation has collectively kept us going. My sister-in-law Trisha and I have been working on ways to get the wheels of change rolling. We are working with state lawmakers on a bill that would ensure each minor victim of sexual assault is assigned an advocate (someone whom they are comfortable with) who stays with them throughout the entire legal process, among other things. It’s time that we put protecting our children first.

We’ve also teamed up with the National Center for Missing & Exploited Children to determine how our experiences can help other survivors’ families in the future. We have been advocating for survivors and victims in the media. We want to teach the media how important it is to be more sensitive and understand that there are ripple effects to their reporting. In our case, we ask people to remember that Charlotte is a living, breathing little girl who is trying to lead a normal life. In our efforts protect her, we have some suggestions for the media.
  • Please, do not pair Charlotte’s picture side by side with her abductor in your stories.
  • Because of the sensitive nature of this case, we kindly ask that you not mention the charges involved. Please imagine how you would feel if this were your child.
  • Please do not use her full name. Remember, not only is she a minor but it’s not ethical reporting.
As we look to support others, we plan to start a non-profit foundation to help survivors and their families with expenses that might not otherwise be covered or help the survivors themselves recover through theater and the arts that our niece will be in charge of one day. Those are our rays of sunshine, and soon, the shadow of this will be in the rearview mirror.

Charlotte's mother, Trisha, shared this victim impact statement at today's sentencing:

There will never be a sentence that is sufficient for what you did in my daughter. You were shown leniency, not because of the people in this room but because of our laws. But that is a subject for another day.

I don’t understand why people like you do the things that you do. You took something from my daughter that cannot be replaced and I will never forgive you for that. You don’t deserve forgiveness. Maybe that says something about the type of person I am, but I will deal with that when I am no longer a part of this world. Maybe it makes you feel powerful to alter someone’s life, to change who they are mentally, emotionally and physically.

You didn’t know my daughter so let me tell you about her. She loves to sing but she hates dancing. She loves snakes and all wildlife but she is afraid of ladybugs. She loves Pokémon and cats. She loves deeply and is never afraid to apologize. She is kind and cares about everyone around her, whether they are a family member, a friend or someone she just met. She is incredibly smart. Her Kindergarten teacher called her a “big thinker” because she couldn’t take anything at face value – she needed to know the how and the why.

I know I said all the things that a parent is supposed to say about their child. But it’s all true. And you tried to ruin that, you took advantage of her kindness. But I want you to know that you failed. She’s stronger than what you tried to do. She wanted to come today so she could see you be punished for what you did to her. Because you didn’t change her, and though her trust is hurt right now, it will not be forever. Even after what you did to her, she was concerned for your cat and asked if you did this to her because someone did it to you when you were a kid.

THAT IS THE KIND OF PERSON MY DAUGHTER IS. She is everything that you are lacking. She is everything good in this world and you are nothing. She will make this world a better place and already has because she wasn’t afraid to tell her story and now you are no longer allowed to be a part of society. She put you here. I hope you understand that. She put you here because she was not afraid.

When I look around this room, not only can I see the love everyone has for my daughter and my family, but I can feel it. We could never thank all of you enough for your support. When you look around, Craig Ross Jr., I hope you feel your family’s absence for the next 47 years.

Media, when we are in this court room today, the lawyers will refer to my daughter as the victim. I understand this is standard court room terminology, but I ask that when you leave today and choose to report on this case as you see fit, please do not call her a victim. She is a survivor. She experienced something horrific, but she will overcome this. And she works hard every day to continue being a survivor. This horrific situation does not and will not define her.

OMG. So much I could say to all of this with a lot of undersanding but will leave it., about the process, wanting them to rot, how kids are the STRONGEST of any of us, etc.

She survived and even though he will be 90 sometihing and even though she lived, tell me WHY this shouldn't be life in prison times several or a death sentence? Seriously.

@Mel70

This was quite the writing and family account. And can identif with much of it and the feelings. Different but he process is the same in much.

Way to go child. And maybe she does not want her name mentioned or known in life for what happened, there is another case I also never mention the name. Of a SURVIVOR. And she saved HERSELF as well.
