Texas father still looking for answers, justice in 2010 death of Hailey Dunn



The disappearance of 13-year-old middle school student Hailey Dunn in Colorado City hits its nine-year anniversary this month with her father, Clint Dunn, still looking for answers.

"I feel like I'm left in the darkness because law enforcement is not communicating with me at all," said Clint Dunn, speaking via telephone this week. "... This needs to move forward."

Hailey's death remains unsolved, though her remains were found in 2013 in Scurry County.

Investigators named Shawn Adkins, the live-in boyfriend of Hailey's mother, Billie Jean Dunn, at the time of the teen's disappearance, the primary person of interest, according to Reporter-News archives. He has not been charged with a crime in the case.

Clint Dunn said Thursday that law enforcement officials had indicated to him that when a body was found, an arrest would be made.

"I want to know why that hasn't happened and who do I need to get in here to try to help," he said.

Clint Dunn has secured a private investigator, he said, and as tips are received, they are passed on to authorities.

But return replies are few, if any, he said.

"We don't even know who's got the case right now," he said. "... We've called everybody — the FBI, the Texas Rangers, (an investigator) that was over the case for so long in Scurry County. ... I just want to know why they haven't brought this to trial yet. Why hasn't there been a court date?"

January 15th, 2011: Cadaver dogs search the landfill in Abilene for human remains, but nothing is found. Authorities later search the landfill in Big Spring, the town where Adkins’ mother lives.

January through February: Prayer vigils and searches continue in Colorado City. Searches by volunteers are hindered for several weeks due to freezing temperatures.

I wanted to review this timeline that I was looking at this morning on my phone and it appears I had the wrong link or something! :gaah:

Here's a more in depth look at how things have gone down. I wanted to refresh my memory as I used to keep close tabs on this case, but it's been years!

“It should have been law enforcement working in cooperation with the father of a missing child, not against,” Morse said.


Morse touched on the sources of some of her frustrations during the investigation.


“There are a lot of questions that need to be asked in the next few days as to why it took so long for this case to result in an arrest,” Morse said. “Cases like this that seems like a slam dunk the whole time should not take 10 years to solve.”

The investigator says questions need to be asked of law enforcement in Scurry County.


“I would ask you guys to look into his relationships, his friendships, perhaps any familial ties to law enforcement,” Mores said. “And I think you guys need to ask Scurry County why they didn’t move on this case for seven years, and why they took it away from Mitchell County when Mitchell County was ready to prosecute back in 2013 when Hailey was found, and why that case was taken away by a neighboring jurisdiction and sat for seven and a half years.”


Morse says not only will evidence illuminate what happened in the days prior to Hailey’s disappearance, but also the events that took place afterward.
“This isn’t tied to just one piece of evidence, this is a story, this is a narrative that will clearly lay out and define what happened in those days leading up to Hailey’s disappearance and the days after, and probably the subsequent few months,” Morse said.


Although she says there may still be questions that go unanswered.


“There is a lot that I want to say right now there is a lot that I shouldn’t say right now. But you don’t get away with this type of crime for 10 years without help,” Morse said.

INVESTIGATES: Arrest warrant withheld in Hailey Dunn case​

The accused killer of Hailey Dunn, Shawn Adkins, is in custody nearly 11 years after her murder, but the Mitchell County Attorney’s office has largely kept quiet since his arrest, writing in a statement: “Our office believes the integrity of the case should be preserved until a time that it can be properly presented in a court of law.”


To get some answers, the KCBD Investigates team sought out the 35-year-old’s arrest warrant, a routine procedure.

After filing a public information request and making several phone calls, representatives for Mitchell County informed our team that it would take 10 business days before the document would be available.

But our investigation finds, a criminal warrant “once executed must immediately be available for public inspection during normal business hours.”


So, we left Mitchell County once again empty-handed. But two days later, we did receive a copy of the letter written to the AG’s office.

The letter claims the “Responsive Information” contains reports “of alleged or suspected abuse or neglect” and “extreme physical harm and murder committed to a child” and therefore “must be withheld.”

Being denied a warrant after an arrest outright is an unprecedented situation for the KCBD news team.

KCBD is awaiting word from the Texas Attorney General’s office in response to Mitchell County’s requests to withhold the arrest warrant.
 

Mitchell County releases one page of Shawn Adkins arrest warrant​

In response to continued requests from our Investigates team, the Mitchell County District Attorney’s Office has released a single page from Shawn Adkins’ arrest warrant.


When KCBD requested the arrest warrant, we were sent to Mitchell County, where the DA refused, citing Texas law, claiming it blocked us from access to this public record, since it involves the alleged abuse and death of a child.

We’re still waiting on the attorney general to rule on this decision.

Now, 10 business days since Mitchell County wrote the Texas Attorney General’s Office seeking an opinion on our June 17 request for the entire arrest warrant and affidavit, we have received only one part of the warrant. It is the document ordering law enforcement agents to arrest Shawn Adkins on the charge of murder out of Colorado City.

But it doesn’t say what led Mitchell County to that conclusion.

How can that be allowed?! Texas I am very disappointed in you. This is an outrage. So apparently you dropped the ball. It's so painfully obvious with redacted information and avoiding using the word kidnapping. The arrogance.
 
I think they didn’t want to really put any effort into this case because there were a lot of drugs going on. That’s just my personal opinion. Whether a child’s family has an issue with drug addiction or not, they are still a human being and their life is just as important as the President of the United States in my opinion.

Texas Rangers release heavily redacted investigation synopsis for Hailey Dunn murder case​

After numerous requests for the arrest warrant, the Texas Department of Public Safety released a heavily redacted investigation report on July 28, 2021. Included in the report was a letter from the Attorney General agreeing with the Texas Rangers that most of the report be withheld. The report is 102 pages long and the first three pages were released; however, only three paragraphs were not redacted in the report. The redacted portion was labeled “DPS sensitive.”

The report shows on December 31, 2010, Colorado City Police Chief John Bivins advised a 13-year-old was reported missing from her residence in Colorado City, Texas on December 28, 2010. Chief Bivens identified the missing girl as Hailey Dunn. The report says no indication of foul play was relayed to Texas Ranger Philip Vandygriff by Chief Bivens at that time.

Chief Bivens asked if assistance could be requested from the Federal Bureau of Investigations and the Texas Department of Criminal Justice Tracking Dogs.

Texas Ranger Vandygriff advised Chief Bivens to utilize all resources possible and offered assistance. Vandygriff relayed all information to the Ranger office in Lubbock.

On Jan. 2, 2011, the redacted report shows Vandygriff was told that TDCJ cadaver scent dogs were requested to search the Snyder landfill, where the Colorado City trash was deposited. Vandygriff, Snyder Police Chief Terry Luecke, Mitchell County Sheriff Patrick Toombs, Chief Bivens and Colorado City Police Department Officer Kelsey Alexander monitored the K-9 search of the landfill.

The TDCJ cadaver scent dogs indicated on one location at the landfill. After the trash was exposed in that area, the K-9 no longer indicated on the area and no evidence was found which could be related to Hailey Dunn’s disappearance.

Nowhere in the unredacted portions of the investigation report was Shawn Adkins name mentioned.
 

Remembering Hailey Dunn on her 24th birthday​

December 2010 was the last time Hailey Dunn was seen alive. She was 13 years old at the time. Today is Dunn’s 24th birthday, and 11 years later more details have been revealed.
