GEORGIA LEAH MOSES: Murdered in Petaluma, CA - August 1997

GEORGIA.jpg

The night was the night of August 13, 1997. Angel (Georgia's sister) told Dateline that she later discovered that Georgia and a friend had been hanging out when Georgia received a page on her pager and called the number back.

Sometime later, the friend walked Georgia to a gas station near the intersection of Sebastopol Road and Dutton Avenue in Santa Rosa, where the friend said Georgia left with an unidentified man. It was the last time she was seen alive.

More than a week later, on August 22, 1997, a Caltrans worker fixing a broken guardrail off Highway 101 in Petaluma, California, discovered the body of a young girl in a grove of trees. But she wasn’t immediately identified.

On the same day, back in Santa Rosa, Child Protective Services (CPS) stopped by Angel and Georgia's home to inquire about a suspected sex offender in the area. It was Angel who spoke up about her sister being missing.

“Eight days had passed since I saw my sister,” Angel said tearfully. “I knew something was wrong because she always came to see me. So at seven years old, I was the one who had to report my sister missing.”

According to Sonoma County Sheriff’s Office spokesman Sergeant Juan Valencia, Georgia had been strangled. Her body was so badly decomposed that she had to be identified through dental records. The coroner listed August 13, the last day Georgia was seen, as her date of death.

On August 22, 1997, a Caltrans worker attending to a broken guardrail off Highway 101 in Petaluma, California found the decomposing body of a young, African American woman just off the road. The woman was left nude.

Georgia was last seen the night of August 13. After the discovery of the young woman, and with no leads as to who she was, an anonymous tip was submitted stating the woman could be possibly Georgia. The deceased woman had braids and so did Georgia. Georgia also had not been seen or heard from for over a week which was unusual.

One of Georgia's friends is the only witness to the last time Georgia was seen alive. The friend stated that Georgia hung out with her the night of August 13. Georgia received a page on her pager and called the number back. Some time after, the friend walked Georgia to a nearby gas station where Georgia left with a man. The friend said Georgia later called her to tell her she would not be back for the night. The was the last contact Georgia made.

Due to the nature of decomposition, the coroner listed August 13, the last time Georgia was seen, as her date of death.

Georgia's body was held for nearly a year before being released for burial.

Its been more than two decades and her case still remains unsolved. A representative from the police department stated the case is currently listed as open.

Just reading this for the first time. Just what is here, have not even read the links yet. There is much wrong right off the bat.

A 7 year old tells someone her sister is missing when they come to check on a sex offender in the area? Wouldn't a parent do this? I mean seriously, was the 7 year old home alone?

Her phone was paged. If it was the sex offender who was the perp, he had to have her number somehow.

That's just for starters. I won't go on and get lengthy but red flags right off the bat. I am curious about what the rabbit hole brings because much is missing.

1 July 1997 Sonoma County enacted Megans Law which included the (then) current database of approximately 64,000 RSO's names, addresses, and criminal records. The sheriff at the time of Sonoma County enforced notifications, including flyers, to residents about RSO's in the area. This was prior to state/federal mandated requirements for public accessibility to RSO's. CPS was most likely tasked with speaking with residents of minor children within the community to advise them of this perceived risk. On this visit is when an official report was documented about Georgia being missing.

Stepping back, Georgia was 12 years old in 1997 and had a 7 year old sister named Angel who lived in a home with their mother. The night of 13 August 1997, Georgia was staying at a family friends home and received a page (pre cell phone days) and walked with a friend to the location described in @Kimster's post above.

I get that they were advising and/or checking on sex offenders. I just don't get this part from the first post:

"On the same day, back in Santa Rosa, Child Protective Services (CPS) stopped by Angel and Georgia's home to inquire about a suspected sex offender in the area. It was Angel who spoke up about her sister being missing.

“Eight days had passed since I saw my sister,” Angel said tearfully. “I knew something was wrong because she always came to see me. So at seven years old, I was the one who had to report my sister missing.”

The same day means the day her body was found. I am wondering why the 7 year old told them, no parent was concerned of her being missing and told them? For eight days with a 12 year old?? Not the friend, not the parent, etc.? And when they were told it was by a 7 year old and not a parent, did they not wonder why the mother did not report it? The sister also says her sister (Georgia) always came to see her so even though it says the house is Georgia's as well and they all lived there (mom, Angel, Georgia), why would she "come to see her" unless not living there?

And the 12 year old has a pager and left with a man... And for eight days no one reported her missing? And then it was her 7 year old sister who did? Why didn't her mother, it says they lived with her mother.

Something just does not add up here or more than a few things. Not judging the family or anything or meaning to sound that way, just trying to make sense of this. Was she living at the friend's house or perhaps in foster care?

minute mark 35:27 answers clearly why CPS showed up ;)
I have now listened to the entire thing. It explains almost everything. Well worth listening to. I am now going to have to listen to the 2nd episode but it will have to wait.

Kudos to her sister. This case needs some major limelight. It even now does not sound like anything is being shared that should be, at least some of it, with family, media, etc.

While the sex offender would seem like the obvious thought to LE perhaps, and why can media not say where he lived and who with(??), the part that was not answered for me is the pager and the friend, etc. I could have missed it but I would like to know the age of the friend, if LE has proof of a pager contact that night or any proof she went to meet someone or even any proof that is the night she disappeared. Do they have anything that confirms that? Nothing I have read or heard so far confirms it.

The offender is understandably one to look at but why would he page her or she go to him necessarily?

She sounds like she was an excellent big sister and it is sad what these girls dealt with.

The person who paged Georgia had done this prior so she knew this person. The friend she was staying with has never been publically identified either probably because she was a minor, at least at the time.

So it seems confirmed then that she did receive a pager message? I find it a bit strange the friend is not identified after all of this time. I guess what bothers me is not doubting the friend, but still it is the only person who puts her in a car with a guy or them walking to meet someone, etc. and on what date and the description comes from her as well and none of it has resulted in an arrest. I have not watched Part 2 though or looked anywhere else to know if these things get answered later.

Here's the 2nd part link; I'm currently listening.
Part 2

@Kimster so the question posed was regarding AA men arrested for sex crimes in the area & the answer is no unfortunately. The witness who provided the description for LE & the forensic artist image of the POI doesn't match local crime reports within Santa Rosa. However, the witness also stated they thought he might be from San Fransisco & I have not researched into any surrounding counties for comparison.
