One front tooth was short and stubby compared to the same tooth on the other sign (unknown which tooth).
She still had one of her upper baby teeth behind the adult tooth, i.e. the adult tooth had grown in but the baby tooth had not fallen out (unknown which tooth).
She also had one upper tooth that was 90% rotated (unknown which tooth).
Clothing: Size 9-10 Gitano Jeans. Fruit of the Loom panties, size 7. A short-sleeve, black, button-down shirt with attached floral vest, Stop Light California brand. No socks, shoes, bra or jewelry. There was a penny in each jeans pocket. It is unknown if the pennies were left on purpose, or simply disregarded when her killer was emptying her pockets.

Case Details

On Friday, July 22,1990, two children were hunting for berries in a remote area of Monroe Twp, about 3 miles south of I-80 near Reidsburg. As they were crossing under a railroad trestle, they saw what they thought was a deer lying in a stream bed. As they got closer, they found that it was a body, lying face down in the muddy water.

An autopsy showed that she had suffered blunt force trauma to the right side of her skull. It also revealed that her right leg was broken.

Authorities do not believe that she is from the local area or the county, but they do think that it's likely her killer is, since the area where she was found is so remote and the nearby road is only lightly traveled. There are railroad tracks nearby though, so it is possible that the killer may have followed the tracks and found the area by chance.

In the summer of 2002, authorities received an anonymous letter about the girl. Law Enforcement put out a plea, asking the author of letter contact them again, but the writer never responded.

On Sunday, May 27 - Memorial Day Weekend - about 5,100 people attended a day-long, outdoor rock concert about 15 miles from where Jane Doe was found. The concert, called Music Alley, featured rock bands The Stand; Down To The Wire; Lawyers, Guns & Money; B.E. Taylor and Cleveland. It was held on a farm only 5 minutes from Exit 6 of I-80 and drew crowds from Pittsburgh, Ohio and beyond.

Could Jane Doe have attended the concert? The timing of the event would fit into how long she was dead before her body was found, but there has never been any indication that she was there.

Case History
The victim was found lying face down in a stream bed by Road 535 in a remote area of Monroe Township by teenagers who were crossing under a railroad trestle looking for berries. They observed something lying in the stream which they thought was a deer, but upon further examination discovered it was a body. The area is approximately three miles south of I-80 and is not a well-traveled road.

Authorities are convinced there are individuals in Clarion County who had contact with the woman and can help state police identify her and her killer. They do not believe the woman is from the county or the immediate area, but believe she was brought to the area by a local individual. They also believe she was in Clarion County at most a month, before she was killed.

A female's body found in Monroe, Clarion County, Pennsylvania, on July 22, 1990, the death blow being blunt-force trauma to the head. Additionally, the right leg was broken. She was between fifteen and twenty-two (although some sources report her being as old as forty). She had very healthy teeth and had long brown hair and had one baby tooth still in place on the top set of teeth. The victim wore no bra, shoes or socks, which may have been taken by the killer. In each pocket of the woman's jeans was a single penny, which led to her nickname. The other clothing worn was a vest over a black shirt reading "Stop Light of California". She was not believed to have come from the area where she was discovered.

Clarion County Jane Doe

On July 22, 1990, a couple of children were looking for berries in a remote area of Monroe Township in Clarion County, Pennsylvania. The kids spotted something in a stream and at first thought it was a dead deer. Being curious they decided to investigate and discovered that it was a dead woman. She was lying face down in the water.

Authorities determined that this woman had been murdered and her body dumped there a month or so previously. She had been clobbered on the right side of her skull with something blunt. Her right leg was broken.

MONROE TOWNSHIP, Pa. (EYT) – She only had a penny in each of her pockets when she was found dead in muddy waters of a streambed in Monroe Township in 1990, and her death is still a mystery in 2014 and remains a cold case of the Pennsylvania State Police and Clarion County.

A photo of a reconstructed face at the time also provided no leads.

Identity unknown, she was quickly nicknamed Penny Doe because of the penny in her pockets after the investigation started.

On Friday, July 22, 1990, two children were hunting for berries in a remote area of Monroe Township, about three miles south of I-80 near Reidsburg. As they were crossing under a railroad trestle, they saw what they thought was a deer lying in a streambed. As they got closer, they found that it was a body, lying face down in the muddy water.

An autopsy showed that she had suffered blunt force trauma to the right side of her skull. It also revealed that her right leg was broken.

Experts estimated she died four to eight weeks prior to her discovery on that summer day. While police gained a lot of information about the deceased woman, her identity was never established and remains a cold case to this day.

Estimates on Penny’s age ranged between 15 and 22, although some sources reported her as old as 40. She had very healthy teeth and had one baby tooth still in place on her top set of teeth. She wore no bra, socks or shoes, or the killer may have taken them.

Police also explored a lead that she may have attended a Memorial Day Concert May 27 at Music Alley near St. Petersburg and somehow ended up in Monroe Township.

Unidentified Female Monroe Township, Pennsylvania 1990 – F561PA90

On July 22, 1990, children picking berries found an unidentified female lying face down in a stream while cross under a railroad trestle near State Road 2012 in Monroe Township, Pennsylvania (about 3 miles south of I-80 near Reidsburg). It has been determined by law enforcement that the unidentified female was not local to the area and they believe that the killer was from the local area because of their knowledge about this remote location to dump a body. The closest road had very little traffic. The unidentified female is sometimes informally referred to as “Penny Doe” because of the pennies found in her pockets.

The unidentified female could have been in the area to attend a concert on Memorial Day Weekend. On May 27, 1990, that year there was an outdoor rock concert called Music Alley at the Music Alley Concert Grounds which is about 15 miles from where the body was discovered. The concert was about 5 minutes off I-80 Exit 6. About 5100 people, many from Pittsburgh and Ohio, attended the concert which featured the bands “The Stand”, Down to the Wire”, Lawyers, Guns & Money” and “B.E. Taylor and Cleveland”.

The Jane Doe was found on July 22, 1990 in a stream near State Road 2012. She had been deceased for about 2 months prior to being found. She is estimated to be 20-40 years old, stood between 4’10”-5’06” tall with brown hair. I don't think Penny Doe was killed at the location by the stream. The Clarion police estimate her death occurred around April 1, 1990. April 1st is not warm in northwestern Pennsylvania. The chart above shows temperature averages that range from 31 to 60 degrees for the entire month of April. It is unlikely that Penny Doe would not have been wearing a jacket or coat on April 1st, if she was outdoors. It's not uncommon for snow in the beginning of April, in northwestern Pennsylvania. There are no reports that a jacket or coat were found with her remains. I think she was probably killed indoors and carried to that location.

The newspaper account states that Penny Doe was found on June 22, 1990 and not on July 22, 1990, according to Pennsylvania Trooper Rex Munsee. The coroner established that Penny Doe had been killed around April 1, 1990.
