Parents in custody after 5-year-old Grays Harbor County child goes missing​

The parents of a missing 5-year-old girl from Grays Harbor County are in custody and considered persons of interest as the search for their daughter continues.

The Grays Harbor County Sheriff's Office is asking for the public's help in finding Oakley Carlson, an Oakville resident.

Her parents were arrested Monday on charges of obstruction of law enforcement and first-degree manslaughter.

Detectives consider the circumstances surrounding the child's disappearance suspicious.

Detectives and search and rescue workers are searching the home and property where Carlson lives. The investigation is in its initial stages.

Law enforcement became involved when they were asked to check on the welfare of Carlson by a concerned person.

An exact date of when the child was last seen has not been verified.

Legislative response to a tragedy

The $1.7 million available for a residential treatment facility for pregnant women and parents is the result of a legislative response to the case of Oakley Carlson, the five-year-old Oakville girl who went missing in 2021 and was never found after she was returned to biological parents with a history of substance use.

That response initially had a different goal: to reform DCYF. In the 2023 legislative session, Rep. Jim Walsh (R-Aberdeen) introduced House Bill 1397, the “Oakley Carlson Act,” which would have expanded the supervision period of the state when returning children to situations where substance use disorder was the primary reason for separation and created stricter sobriety requirements prior to reunification.

After the bill died in committee last year, money for the Grays Harbor treatment facility was included in the budget as a partial compromise.

In an interview, Walsh said the treatment facility is a “worthy use of resources,” but not exactly the accountability aspect he wanted to address with legislation, an effort he said he will continue.

“It’s related but not precisely the same issue,” he said. “I believe it will do good. But I haven’t given up on the Oakley Carlson Act. We are still pursuing that reform.”
Quit the infighting and it having to be yours or theirs and pass what is freaking LOGICAL, fair and necessary without loopholes.

Man is that a dream world that I don't believe in.

I'm sure the treatment facility will get some good dollars and you name it.

Cynical? Yes. Probably true? Yep. And of course under the table kickbacks or whatever.

It's so sad that there are so many cases where the foster parents cared so much more for the children than their bio parents,. Then we get to the part where the kids are stripped from the loving home and given back to the ones that lost them for their own selfishness.

We see plenty of cases of both. We also see cases where the abused and tortured the foster kids and not their own.

It's good to see though that there are some still who are decent ones, in it for the right reasons and care more than the bio parents. Not good in the sense the bio parents SHOULD have cared more but good there are still some decent foster parents. We hear a ton of the other.

I hear about the same amount of both - bad fosters and parents that harmed their kids after they got them back. There are so many good foster homes. It's sad that the bad ones are the ones that make the news.

I hear more of the bad but it's a shame. It's not all good and bad in any group of people however I do think the way the lax system has changed and some are not vetted nor children followed up on nor sh*t for requirements have to be met but money gets paid has added greatly to the bad.

I have a nephew and his wife who have adopted two children they treat well and they have two bio children they actually had first. They didn't adopt because they couldn't have children. They are great parents.

I watch a YT show that you learn enough about the couple over time, it is cooking, travel and home stuff and the are moving back to where their family is from because her sister is fostering two babies that she's had for about a year the aunt has fallen in love with. Now the sister is also having her own. I have seen enough of these people to know they are GOOD people. Yeah there's good out there. There's differences though too in the children needing foster homes or adoption and many are of course not as rife with hard to handle issues as others.

The Wests are two people who never should have been allowed to foster or adopt and the reasons are countless in the Orson and Orrin case.

I could CITE the reasons, my memory is great on that one.

But yes, both types exist. Unfortunately. Only good ones would be ideal but the system and what they allow these days doesn't ensure the bad ones don't end up with these vulnerable children. They don't even TRY in some cases to ensure it. Nor do the rules/guidelines.
 
As long as DCS workers are allowed to be negligent, It will continue. There gave been NO successful convictions. In the case of "Gabriel Fernandez". 6 workers were charged. The judge was ORDERED to drop the charges. It wasn't revealed by who. It is one of the worst cases of long term child abuse I've seen. It's on Netflix. 5 episodes. That's one of 5 that immediately come to mind immediately.

Oh it's horrible and I agree. It needs to be criminal against the employees AND heads of agencies in some of these cases! Wests are most definitely another one. No way no how should this couple have ever had these boys much less been able to adopt. Jobless basically, no home, no money, etc. and two kids of their own. I don't do much outside crime online but I do have Netflix. I may have to go watch that but no sure I can take it. Or have the time.

An away overnight, met sort of in the middle between the two states/our locations. My one sister is in Cambridge, I'm not nof course but two of us coming from the MN side and the other four from WI.
 
And it was well worth it and very nice. We get little time for such things, I do I know, and every one of us appreciated every moment of it I think.
 
It is well made. He was failed by the school too. It infuriated me. You know I can watch pretty much everything. That was difficult to watch.

Because this case of Oakley is beyond okay. And you're right, heads need to start ROLLING in these agencies. Some OVERSTEP when there's no REAL problem but they are non-existent when CLEARLY THERE IS. It IS CRIMINAL imo. Or should BE.

All of them. Forever. For reasons that would send me on a tangent explaining. Quality workers would help. But then you know wages and funding would have to stop going into other pockets and higher ups. I'll leave it at that. For starters.

I've come to where the death of many children and many adults (like when a perp is released) there is BLOOD on the hands of those that allowed such, did such, made a deal on such and so on and certainly it is on workers and agencies AND their higher ups, not just the workers, with the safety of children in the system. The PERP of course has the blood on their hands but so do THEY. It IS CRIMINAL. If a cop can go to prison over mixing up her Taser with her gun, under circumstances with someone breaking many laws which I have never entirely agreed with then my God why can't these people who are charged with protecting children?

Wow. Before I got to the part in your comment. I was going to say, There are people behind that worker in a higher position that have blood on their hands too. I don't know how they can turn a blind eye. It doesn't matter if it's not their children?. They will pay. In some way, Everyone has a redemption day. The final one.

Oh yes, I included the higher ups and they deserve it even more so really. Agree.

They are imo guilty of murder as well or at least should be of some pretty major charge. Most definitely these are all people that have blood on their hands yet they are as lacking in iownership as most perps of the crimes. And our system holds none accountable but should. They are doing it to cops and it should not be a bit different with an agency charged with the care of children. If you take that job then you have a job to do and again, I am including the higher ups. In LE cases, you never see the ones in command or administrative taking a fall with the cop even if they've known for years how they are or they themselves encourage or expect such as in Chauvin. There may be one set of rules on the books but another that is actually utilized, encouraged, expected. I'm gett a bit astray now from what happened here but in positions where you are charged with serious duties and life even, they need to be held accountable and imo criminally so.

All also are mandatory reporters. Have we ever seen anyone charged for not following their mandatory reporting requirement? A teacher, a cop, a DCF/CPS worker? I can't think of a single case. However, how can they mandatorily report when they aren't doing their job to have a clue what is going on anyhow...

I'm kind of more widely talking at the moment of all such kinds of things but hoping you get me. Early morning wakeup. Another day to go and then only ONE off before another many before another. So tired.

And yes, anyone with blood on their hands will face the highest court of all. One day. Do they think of that, know that and count on it? I doubt it. If some did, maybe we'd see major improvement. Consequences do have an effect. When there are some.
 

Search continues three years after Oakley Carlson's disappearance​

Three years after Oakley Carlson was reported missing, police and her former foster mother refuse give up hope the case will be solved.

"I have to fight for her because I don't know who else is going to," said foster mother Jamie Jo Hiles.


Oakley’s parents, Jordan Bowers and Andrew Carlson, have not cooperated with investigators, said Grays Harbor County's Chief of Investigations, Paul Logan.

Logan considers them suspects in their daughter’s disappearance.

Since investigators began their case, the parents both served time on child endangerment charges, not connected to Oakley’s case.

Bowers remains in state custody on identity theft charges. She is set to be released in July of 2025.

Logan said tips continue to come in.

"This being a Monday, I came in and got my voicemail. I had four new tips on my voicemail. And that's pretty normal," Logan said.

He said he is haunted by the case and said his motivation is simple.

"It's that beautiful child that should be in school, should be getting ready for Christmas,” said Logan. “The things that kids do, and she's not."

Supporters have been distributing posters and business cards with QR codes to spread Oakley's story. Hiles hopes spreading Oakley's story will prompt someone to come forward with the tip police need to crack the case.

"Somebody's got to know something," said Hiles.

The card takes visitors to a website for Oakley along with information on the $100,000 reward offered in the case, as well as the Grays Harbor County hotline at 360-533-8765.
