Why it took two months to issue Amber Alert for missing San Antonio teen Joanna Luna​

On Sunday, 13-year-old Joanna Luna’s name appeared on cellphones and billboards across the state.

The Amber Alert, issued two months after she was last seen on the Northwest Side of San Antonio in August, said that Joanna had “absconded” with a 17-year-old boy.

The Texas Department of Public Safety activates these alerts only when the investigating agency declares them in writing after meeting certain criteria. The agency in this case is the San Antonio Police Department.

When asked why it took so long to issue an Amber Alert for Joanna, SAPD said only that "there were developments in the case that caused this to rise to the level that DPS allowed for the Amber Alert issuance."

Ricardo Guzman, a spokesman for the department, did not answer specific questions about the case “due to a minor being involved.”

Ericka Miller, the press secretary for DPS, deferred comments about the case to SAPD.

According to the DPS Amber Alert request form, the criteria for whether to issue an Amber Alert are usually as follows: if there is evidence that a child has been abducted; if it appears the child is in imminent danger; and if the child, 13 years of age or younger, was taken without the permission of a parent or legal guardian.

In its public statements, the San Antonio Police Department has not said much about Joanna’s disappearance. Authorities believe she may have been taken by 17-year-old Ricardo “Xavier” Rodriguez.

Joanna was last seen in the 11700 block of Spring Dale Dr. in San Antonio.

AMBER Alert updated for Joanna Luna; U-Haul vehicle no longer suspected in case
The Texas Department of Public Safety is updating their AMBER Alert for missing 13-year-old Joanna Luna.

According to the Texas DPS, the U-Haul vehicle is no longer suspected in this case, but Richard “Xavier” Rodriguez is still a suspect in the abduction.

Joanna Luna was last seen before 3 a.m. on August 20th at a home off of Spring Dale Drive near Babcock Road.

Joanna is around 5 feet 5 inches tall, 110 pounds with brown hair and brown eyes. She was last seen wearing a dark grey t-shirt, black and pink Nike shorts, and pink and purple slides.

Police believe she is in immediate danger.
“Child abduction in San Antonio, TX. A prior U-Haul vehicle is no longer suspected in the case. The victim is a 13-year-old, Hispanic/Female, Joanna Luna who was last seen wearing a dark gray t-shirt and pink Nike shorts, and pink and purple slides. Richard “Xavier” Rodriguez, a Hispanic/Male is a suspect in the abduction. Call 9-1-1 with information," said the Texas DPS.

AMBER Alert discontinued for San Antonio girl due to no new leads​

An AMBER Alert for a 13-year-old girl from San Antonio was canceled by DPS on Tuesday morning due to no new leads, according to police.

Joanna Luna, however, is still missing and her disappearance is still under investigation, according to SAPD.

San Antonio police said they will still follow any leads despite DPS discontinuing the AMBER Alert.

It should stay under an Amber Alert or shouldn't?

You know back when the hoped for purpose of these was to find a child that was missing. This child is.
