Carmel police seek help to find 31-year-old woman​

Carmel Police Department sought help Saturday night to find a 31-year-old woman.

Ciera Breland (Locklair) was last seen sometime between 10 p.m. and 11 p.m. Friday in the 14400 block of Baldwin Lane, which is near the intersection of Ditch Road and 146th Street.

Johns Creek police are working with Carmel, Indiana, police to find Ciera Breland (Locklair).

Police did not say why they believe she may be in the Johns Creek area.

Husband named 'person of interest' in disappearance of 31-year-old Indiana mother last seen in Georgia​

Police have named the husband of a missing 31-year-old Indiana mother as a person of interest in her disappearance. Georgia police are working to help find her as she was last seen by family members in metro Atlanta.

Xavier Breland Jr., 37, was arrested on Wednesday on an unrelated warrant out of Coweta County. He was being held in the Hamilton County jail in Indiana awaiting extradition to Georgia. Investigators have not revealed what charges were listed on the warrant.

The official missing person's report states that Ciera (Locklair) Breland was last seen around 10 p.m. on Feb. 25 in the Brookstone Park of Carmel subdivision in Carmel, Indiana. That is just north of Indianapolis. That report was filed with the Carmel Police Department over the weekend.

The report also states she said she was headed to the store wearing a black top and purple shorts. The FOX 5 Storm Team said temperatures in Carmel, Indiana were in the mid- to upper-20s that night. Family members said police told them she never arrived there and there was no surveillance video of her entering the store.

She also left without her cell phones, credit cards, or her months old son, family members said.

Ciera was last seen by her father on Feb. 20 in Georgia before returning to Johns Creek with her husband. Those same family member said they never saw her return to Indiana.

The Johns Creek Police Department issued a statement on Tuesday asking the public's help in finding her. The department issued a joint release with the Carmel Police Department on Wednesday that named her husband as a person of interest.

"This continues to be an active investigation, and this is the only information that will be released at this time. As the investigation continues, more information will be released as it becomes available," the release noted.

No active leads 3 years after Carmel mom vanished, husband remains person of interest​

It’s been three years since 31-year-old Ciera Breland vanished without a trace and while investigators said it remains an ongoing investigation, they have no active leads.


Xavier told investigators his wife simply left their home without her cell phone, keys or her infant son and never returned. However, detectives didn’t buy that story.

Soon after, police said Xavier stopped cooperating with investigators and was labeled a person of interest in Ciera’s disappearance.

“Xavier is still a person of interest at this time,” Cap. Deb Coble with the Johns Creek Police Department said.


“To keep it in the public eye is really what we want to do because it’s going be that one person that comes forward,” Capt. Coble said. “It could be the most minor thing and they don’t realize it that kind of ties it all together for us.”
 
With the history between her and Xavier, I really thought this case would’ve been closed by now.

My guess is they know he did it, and they likely have a fair circumstantial case but as in most would prefer to have more and find her body.

I don't always agree with this, especially after many years pass but then we never know if they have a little or a lot in some cases, as far as other evidence...
 

'Important not to forget': Carmel woman Ciera Breland still missing after 3 years​

After her niece went missing, Jeannie Locklair Bush found it difficult to write.

“Ciera (Breland) was my biggest fan,” Bush said in a message to IndyStar. “She used to beg me to publish (my writing) ... After she disappeared, it was just too hard.”

Ciera Breland, a mother who lived in Carmel, has now been missing for just over three years. Her last known location was in Johns Creek, Georgia.

“We still have no answers,” Bush said in a message to IndyStar. “Still not knowing what happened, truly saying goodbye and grieving is impossible. We are all trying our best to move forward and honor Ciera.”


Lt. Eric Rozier, of the Johns Creek Police Department in Georgia, said he does not have any new updates or active investigative leads to share with the public.

“It’s important to keep this story alive because information from the public is often a way for cold cases to break,” Rozier said in an email to IndyStar.

There is still a $10,000 reward available for information leading to the whereabouts of Ciera Breland from the FBI in Atlanta.

Xavier Breland Jr. is still considered a person of interest in the case because he was the last known person with Ciera Breland, Rozier said.

"It’s important not to forget Ciera Breland’s tragic disappearance,” Rozier said via email. “I have faith that the truth will come to light at some point. That will be a great day, and we want nothing more than to bring justice to Ciera and provide closure for her family.”

The Carmel mother was last seen at her mother-in-law’s home in Johns Creek, Georgia, on Feb. 24, 2022. Police there said Ciera was captured on a surveillance camera.

However, Ciera wasn’t reported missing until Feb. 26 when her husband, Xavier Breland, filed a report with police in Carmel.

Xavier told investigators his wife simply left their home without her cell phone, keys or her infant son and never returned. However, detectives didn’t buy that story.

Soon after, police said Xavier stopped cooperating with investigators and was labeled a person of interest in Ciera’s disappearance.

“Xavier is still a person of interest at this time,” Cap. Deb Coble with the Johns Creek Police Department said.

Despite the missing person report being filed in Indiana, the department has been the lead investigator on the case because it was the last time Ciera was seen alive.

Ciera and Xavier had gone to Georgia to visit their families and Ciera’s mother claims she was planning to leave Xavier.

“She did not plan to go back to Indiana,” Kelly Locklear said in 2022. “She was planning on staying. But she had said she had needed to make it a surprise for him.”

Ciera’s parents would never see their daughter again.

Johns Creek police said last week that there were no updates in the case, but the investigation "remains very active."

Xavier's lawyer, Bryan Howard, denied his client did anything wrong in an interview with Fox News Digital last week, and said the case will never make progress if "police continue to focus" on his client.

Locklair said she and her husband "know" their daughter is dead after police called to say Ciera was missing but that Ciera's baby was safe.

"She's definitely gone," Locklair said. "That was the first thing my husband said when police called after (Xavier) reported her missing, and the officer said she had walked away without bringing the baby. She wouldn't even take a shower and let anybody else watch the baby."

Xavier Breland, 37, is currently being held in Coweta County Jail in Georgia on unrelated charges of aggravated stalking, violating an order of protection issued for domestic violence and making harassing phone calls, according to court records.

Locklair described Ciera as a doting mom who lived to care for her son and talked about a time when her son had a rash and she woke up every hour or two to check on him.

"So when they said that, my husband said, 'No, no. There's no way. My daughter, she would not do that. If that's the case, and you're telling me that she's missing and the baby is not with her, then my daughter's dead. She would not leave him,'" Locklair said.

But Ciera's body hasn't been found, despite several targeted searches in multiple jurisdictions. If investigators discover that Ciera has been killed, her mom hopes her body will be found to help with a potential criminal case.

"That's where we stand now," Locklair said. "We don't want to go forward (with criminal charges) without finding her. We don't want to find her later and run into any double jeopardy issues."


Without going into details, Locklair said law enforcement has collected evidence and statements in multiple states, but they're essentially pieces of a puzzle without knowing the full picture.

Some items were taken out of Xavier's mom's home, which was revealed in court documents from a civil case after Xavier's mom sued Xavier's sister.

Crime Scene Investigation cut the carpet and mattress from Xavier's mom's home on April 21, 2022, as part of their search, according to the documents from the familial civil dispute that were obtained by Fox News Digital.
