Investigators from multiple counties are looking into a missing persons case involving a Navarre woman, Cassi Carli, and her daughter, Saylor. Carli’s father reported them missing yesterday after they failed to show up as expected Sunday evening for a child custody exchange at Juana’s Pagodas. Sources close to the family say Carli’s car was located at Navarre Beach Boat Ramp, where investigators were on scene earlier this morning. Any information should be reported to the Santa Rosa County Sheriff’s Department via 850-983-1190.

The ex-boyfriend of a Florida woman whose body was found in a shallow grave in Alabama has been deemed a flight risk and must remain in jail, a judge has ruled.

Marcus Spanevelo, 35, was extradited to Alabama last week after authorities announced he is charged with abuse of corpse in connection with the death of Cassie Carli. He was booked into the St. Clair County Jail at 6:16 p.m. Thursday.

St. Clair County District Judge Alan Furr on Tuesday ruled Spanevelo will remain in the St. Clair County Jail without bond.

The judge said Spanevelo twice previously failed to appear in court in St. Clair County on traffic violations and a warrant had been issued against him.

“While the defendant purports to have a local residence with a friend, his home address is in the State of Florida,’’ Furr wrote. “Additionally, (Spanevelo) reports that he travels for employment and is not frequently at home.”

“The court determines that (Spanevelo) is a flight risk and may not willingly return to court,’’ Fur ruled.

Spanevelo was denied his request for bond. A preliminary hearing in the corpse abuse case is set for Dec. 6.
 
do you think she knew him? maybe like he was familiar. a coworker, regular at a job, etc? people are likely to follow familiarity but thats not guaranteed. knowing shes a woman she probably had some fear in her because naturally she has to watch out for danger.
She did know him. This was her ex-boyfriend, the father of their child. They were doing a custody exchange when she disappeared. They couldn't find her at first but then did find her boy on a farm that he had connections to. He was arrested but not for her murder but on other charges they were able to hold him on. The autopsy was waited for for some time and has now come back with her cause of death undetermined.

You may be thinking of another case because in this case there is no question she knew her alleged killer/kidnapper. He also took their child and fled. The child is now with her family. Thank goodness.

Thank goodness. And I do hope they are working on murder charges even if the autopsy came back with an undetermined.

Marcus Spanevelo, 35, was set to appear in a St. Clair County courtroom Tuesday for a preliminary hearing during which the evidence against him would have been presented.

Instead, the hearing was canceled, and jail records indicate Spanevelo was served with the indictment in connection with the death of Cassie Carli.

Spanevelo was never brought to the courtroom Tuesday.

In another development Tuesday, the court file against Spanevelo was made confidential.

Court officials said they were prohibited for providing an explanation as to why the records are no longer public. Later in the day, the file was completely removed from the online court system.

The ex-boyfriend of Florida mother Cassie Carli, who was found dead in Alabama in April 2022, was indicted by a federal grand jury on a new charge this week.

Marcus Spanevelo, 35, is now charged with kidnapping resulting in death, according to a Wednesday announcement by U.S. Attorney for the Northern District of Alabama, Prim F. Escalona, and Federal Bureau of Investigation Acting Special Agent, Felix A. Rivera-Esparra.

If convicted, the punishment for the new charge is life in prison or death.

Oregon appears to take this seriously. A woman I know who recently left her abusive husband is not allowed to be present at custody exchanges for one year. I'm not sure what they will decide after that, but at least she doesn't have to concern herself with it for now.

Does there really need to be a law to enforce this? OT, when I went thru a custody battle in 2014 the exchange location was setup thru attorney mediation. No law dictated this, it was a court order.

A bill named after slain Navarre woman Cassie Carli intended to make child custody exchanges safer didn't make it to the governor's desk this legislative session, but it will be back on the table next year.

Rep. Joel Rudman, R-Navarre, announced Feb. 23 he was filing a bill named the "Cassie Carli Law" after Carli's body was found in a shallow grave in St. Clair, Alabama, on April 2, 2022, after a custody exchange with her daughter's father Marcus Spanevelo.

"I got notice that the bill did stall out in the Senate, which is unfortunate," Rudman told the News Journal. "We tried our best to make this a bipartisan effort, and we saw the fruits of that labor in the House where the vote was bipartisan, it was unanimous."

So the trial has not been put off but his plea has. So they have to prepare for trial until just before and not know if he will plead guilty or not guilty? What kind of new b.s. is this? The plea generally comes LONG before trial and that's why you have a trial or know you have to go to trial! I don't get it! Our courts need to get with it and quit bogging things down or letting defendants bog things down!!

Am I wrong? A PLEA hearing is one of the FIRST things in the court process no???!!!
 

Rep. Rudman files bill increasing safety measures for child custody exchanges​

Rep. Joel Rudman, R-Navarre, filed legislation to increase security and safety during child custody exchanges after a woman went missing following an exchange with her ex-boyfriend in 2022.

Marcus Spanevelo is scheduled to appear in front of a trial on Jan. 29, 2024, relating to the death of Cassie Carli, his ex-girlfriend.

“It was this tragedy that brought this situation to life for us,” Rudman said. “The fact that there are numerous, contentious custody exchanges across the state that can get very heated.”

Rudman explained that the bill would require each county’s sheriff’s department to designate a space for a safe exchange location. This could include the parking lot of a sheriff’s station or substation.

“They’d have to be adequately lit, designated and land marked, preferably with a purple light in honor of Cassie Carli,” he said. “And these locations would have to be monitored with video monitoring 24/7 and that footage has to be retained for at least 45 days.”

The bill is being co-sponsored by Rep. Hillary Cassel, D-Hollywood, who was able to join Rudman in the press conference Tuesday.

“I know it maybe doesn’t have all of the language that we had originally hoped for, but the beauty of it is is that this is going to be a huge change in the state of Florida,” Cassel said.

TALLAHASSEE — The Florida House is moving forward with a bill that would allow courts to require that certain parents who share custody of children use “safe exchange” locations to drop off their children at county sheriff’s offices.

The measure (HB 385) is named the “Cassie Carli law,” after a mother who in 2022 disappeared — and was later found dead — after meeting with the father of her child in Northwest Florida to make a custody exchange.

The House Judiciary Committee voted unanimously Monday to approve the bill, which received support from Maj. Roman Jackson of the Santa Rosa County Sheriff’s Office.

“On March 28, 2022, our community was rocked by the disappearance of Cassie Carli, a young, vibrant mother scheduled to meet her child’s father on Navarre Beach the day prior. Cassie vanished, and the subsequent investigation led our detectives across three states, 1,500 miles, before discovering her lifeless body in a shallow grave in Spring Hill, Ala.,” Jackson told the House panel.

The bill is ready to go to the full House. It has received backing from The Florida Bar’s Family Law section, which helped to craft the legislation, according to a December post in the Florida Bar News.

Big steps have been taken to protect parents during custody exchanges.

The "Cassie Carli Bill" -- as it's called -- passed in the Florida House last week.


If the bill passes, it would go into effect July 1.
 
I'm all for this but I wouldn't consider it a total safeguard. I can think of cases where they exchanged right at a sheriff's department or in the presence of social workers and more. And being a safe place such as a county courthouse or a gas station with public around also does not mean those officers in that courthouse, etc. are watching you or part of the exchange. I know PERSONALLY it doesn't stop harassment and stalking, saw it with someone I knew. She still had to take others with her and it still happened. Went in for video of it from sheriff's dept. and they couldn't or wouldn't provide it. They aren't part of where the judge says to exchange is all I'm saying and it isn't their job to oversee.

So while this is a GOOD think and I'm certainly not knocking the effort and the help it will provide, I understand they need to feel they've made a difference in her name and they have, she already was meeting him where she wouldn't have normally. And any man bent on doing this would have found a way.

What really needs to be done is where things are this bad, no contact between the parties and in some cases, the parent who is the danger to the other CUT OUT COMPLETELY OR at least no knowledge of his wife and child's residence address and an intermediary exchange in a safe place. Even then, that has holes and reasons it won't work and the courts, system and LE aren't going to do all that nor care. The family system is far more messed up than the regular system and nothing is done even when a crime in a divorce should be charged as a crime it isn't. It is "domestic" etc. I could go on and on.

The problem here is that they still have to meet their abusive or stalking or murderous spouse for child exchange. I don't know, maybe there needs to be centers for it where one leaves the child and the other then in 1/2 an hour picks up the child. And only if parents on their OWN choice state they are okay with dealing with the other parent directly has it any other way. In the best cases, the parents both care about the child and work together, and realize their relationship is over. Many aren't like that though. Unfortunately. One has no desire to be tied in any way to a bad one but that they share a child leaves them tied but the person isn't safe or can't be worked with and in those cases, they should not have to meet to exchange is my opinion. Even at a "safe" place. No meeting the other at all. THIS was such a case.

I so much and in no way don't mean this enactment is not a good thing. It is. I do believe though her friends and family would say it would be even better had she not had to deal with or meet him at all. They went for what could reasonably be passed I'm sure and would love MORE.
