Step or not, it's still his granddaughter that was entrusted to his care.
With one of the drugs being MDMA, I would definitely say it was for nefarious purposes.
He's now resigned

You said they are "definitely his granddaughters" and they aren't. He is a stepgrandfather to one only. ( ie no blood relation ). The second girl is a friend. Its obvious to me what he was up to.Step or not, it's still his granddaughter that was entrusted to his care.

My step grandfather was definitely my grandfather. The only one I ever knew. He was in the family long before I was.
