Circumstances of Discovery

The victim was located on the gravel shoulder of the northbound lane of Interstate 5, one mile south of Woodburn, Oregon. His blood contained alcohol (0.06 percent) and diazepam.The man is believed to be a victim of serial killer Randy Kraft. The suspect kept a "scorecard," on which he referred to this victim as "Portland Elk."

At least two other Kraft victims remain unidentified, 1155UMCA and 2475UMCA. About twenty more remain unrecovered, such as Paul Joseph Fuchs He killed up to 67 victims between 1971 and 1983.

Larry Eugene Parks, a 30-year-old Vietnam War veteran, had been out of contact with his family for a year and was last seen in Pensacola, Florida.

This short video says another body was found nearby too but they don't say whether he was identified as well. Doesn't sound like it. Then the serial killer Randy Kraft is mentioned as a possible suspect.
I have never heard of that killer so I found the Wiki for him.



This wiki is very graphic. The section that discusses Parks murder and the other Portland murder is below.

"The first victim, a 17-year-old Denver youth named Michael Sean O'Fallon, was killed on July 17.[95] O'Fallon had been on a solo hitchhiking trip across the U.S. and Canada before his enrollment at college at the time of his murder. He had consumed both alcohol and Valium before he was strangled to death. O'Fallon's nude, hogtied body was discarded ten miles south of Salem.[95] O'Fallon was listed on Kraft's scorecard as "Portland Denver", and his camera—inscribed with his mother's initials—was later found in Kraft's garage.[96] The following day, Kraft is believed to have killed Larry Eugene Parks, a 30-year-old Vietnam War veteran[97], whose body was found beside a freeway in the city of Woodburn[35]. Parks was listed as "Portland Elk" on Kraft's scorecard—had ingested a toxic level of Valium and Tylenol before he was strangled to death with a ligature.[98]"
