CROMWELL, Okla. (KFOR) – Investigators say a 2-year-old girl from Cromwell, Oaklee Snow, hasn’t been seen for nearly seven weeks.

“I wouldn’t wish this on my worst enemy,” said Zack Snow, Oaklee’s father. “I’ve been on my phone day in, day out. I mean, you know, contacting and trying to find somebody that might know where she’s at.”

According to Seminole County investigator J.T. Palmer, the toddler’s mother, Madison Marshall, left Cromwell with Oaklee and her and Snow’s 7-month-old son, Coleton, and eventually took off to Indiana with her ex-boyfriend Roan Waters. This happened around Jan. 19.

“They were with their mother,” said Palmer. “She has custody. There is no court orders and there was no proof that they were in danger.”

Palmer says according to authorities in Indianapolis, on Feb. 9, witnesses saw Oaklee being carried out of what he was told was a “crack house.”

“They described it as she was either asleep or unconscious. She wasn’t moving,” said Palmer. “She was wrapped in a blanket.”

Marshall allegedly said Oaklee was hurt and needed to go to a hospital, which is where she claimed she was taking her.

However, that doesn’t appear to be the case.

“We have no knowledge of where she’s at, we just know that she did not make it to the hospital that night,” said Palmer.

“No hospitals had any record of Oaklee ever being turned in,” added April Kelley, a close family friend.

Meanwhile, Palmer said Coleton was abandoned on the house’s couch. Thanks to someone there calling authorities, the 7-month-old was picked up by CPS and is now in Snow’s custody.

On Feb. 27, Roan Waters was arrested at a Colorado motel. Authorities there told KFOR his mugshot cannot be released yet because of the ongoing investigation.

“He was arrested on an outstanding warrant from Okfuskee County that was not connected to this case,” said Palmer.

Just last week, Marshall was arrested in Harnett County, North Carolina for child abandonment.

However, there still hasn’t been any sign of Oaklee. Palmer says the Indianapolis Police Department is currently investigating where she may be.

“We are keeping our hopes alive that she comes home to us safe and sound,” said Kelley.

Oaklee stands about 2 feet tall, weighs about 40 pounds and has blonde hair and blue eyes.

Anyone who knows anything is asked to contact the Indianapolis Police Department or the Seminole Police Department.

Prayer Vigil held in downtown Indy for missing 2yo Oklahoma girl

Hoosiers are praying for a missing 2-year-old from Oklahoma.

Oaklee Mae Snow went missing months ago and investigators said she was last seen in Indianapolis.

Flowers and flyers are around the city, making sure Hoosiers do not forget two-year-old Oaklee Snow, who has been missing since February.

"We're stressed. We're tired. It's on our mind every single day from the minute that we wake up to the minute that we go to bed," said Christene Cooper, Oaklee Snow’s grandmother.

An unnerving feeling for Cooper and her family.

"Trying to find another lead somewhere, or someone says something on social media, and we start going down rabbit holes, we just, we're exhausted, and we just want her home," said Cooper.

"There's a 2-year-old girl missing, and although she's from Oklahoma we've adopted her as a Hoosier, and that she became missing from here," said Janie Dubbs

Dubbs put together a prayer vigil Monday outside of the city market in downtown Indianapolis.

Mother of missing 2-year-old Oklahoma girl facing charges in Indiana

The mother of a missing 2-year-old Oklahoma girl is facing charges in Indiana.

According to records, 22-year-old Madison Marshall was being held in the Marion County jail on Friday. Marshall is facing two counts of neglect of a dependent.

According to The Associated Press, a child’s remains were found during a search of central Indianapolis, police said on Friday. However, police could not confirm the age, sex or identity of the child, and also could not disclose where the remains were found, the AP said.

That inmate was Matthew Eric Wrinkles, put to death with a lethal injection administered in Michigan City the morning of Dec. 11, 2009. Wrinkles spent years fighting his sentence, and stayed in the news regularly between the 1994 murders and his execution in 2009.

And the excuse.

On July 21, 1994, Wrinkles murdered his estranged wife, Debra Jean Wrinkles; his brother-in-law, Tony Fulkerson; and Fulkerson's wife, Natalie Fulkerson; at their residence in Evansville. Debra Wrinkles and her two children had been living with the Fulkersons since her separation from Wrinkles.[1] Wrinkles blamed his actions on his addiction to methamphetamine.[2]

Mother charged after body of 2-year-old Oaklee Snow found in abandoned building

The case of the missing 2-year-old from Cromwell, Okla. saw a devastating end this week.

Oaklee's body was ultimately found in a dresser drawer in an abandoned structure in Indiana.

“As parents we have a duty to protect our children. Not only did these two individuals fail to live up to that responsibility, but the allegations in the probable cause affidavit indicate that Oaklee suffered a horrific death and an abandonment that diminished the dignity that any child deserves,” Prosecutor Mears stated.

Waters is facing multiple charges, including murder. Marshall is also facing multiple charges, including two counts of neglect of a dependent resulting in death and assisting a criminal.

“This case is one of the most challenging types of cases for a community and for our investigators, said IMPD Chief Randal Taylor. “I want to thank the hard work the IMPD Missing Persons Unit detectives put into this investigation. When they learned there was a chance Oaklee Snow may have been in Indianapolis, detectives put in a tremendous amount of effort into locating her. I want to also thank all of the law enforcement agencies who assisted in this investigation, both in Indiana and across the country.”

INDIANAPOLIS — New details reveal that the mother of abducted 2-year-old Oaklee Snow told police that her boyfriend, Roan Waters, killed the young girl and hid her body in a dresser in an abandoned Morgantown home.

Madison Marshall faces a slew of new felony charges including two counts of neglect of a dependent resulting in death, a Level 1 felony along with neglect resulting in serious injury, a Level 3 felony.

Roan Waters faces one count of murder along with two counts of neglect leading to death and other charges.

Marshall and Waters, her boyfriend, are accused of abducting Oaklee and her baby brother from their father’s Oklahoma home on Jan. 19.

<snip.
In the new charging documents, investigators detail how a “hysterical and sobbing” Marshall led officers to an abandoned home in the outskirts of Morgantown where the remains of a child were found in the bottom of a dresser drawer. The remains were badly decomposed but appeared to be a blonde-haired young girl, the documents said.

Positive identification of the child’s remains has not yet been made due to the decomposed state. The Morgan County Coroner said identification could take two to four weeks.

Marshall reportedly told police how Waters frequently abused Oaklee and had often hit the girl and even “choked her out” on occassion. He would reportedly beat her for things as simple as “holding a fork wrong,” according to Marshall.

Marshall allegedly told police that the abuse was so bad that Oaklee wouldn’t eat around Waters. Marshall claimed that if she tried to step in and explain that Oaklee was only a 2-year-old that Waters would then turn his abuse toward her.

Oaklee Snow likely died on Feb. 9, according to the court documents. Marshall told police she recalled her and Waters being awoken by Oaklee crying becasue she was hungry. This is when the couple was reportedly staying at the “trap house” on Albany Street in Indianapolis.

Marshall accused Waters of throwing Oaklee on the floor in response to her crying with the girl’s head impacting the ground and causing bruising. Marshall said later Waters was shouting at Oaklee to bounce on a large rubber ball despite the child being too small for the toy. Waters reportedly shouted for Marshall sometime later with the mother running in to find Waters holding Oaklee, who was struggling to breathe.

Marshall claims to have tried to call 911 at one point, realizing her daughter was dying, but told police Waters slapped the phone from her hand. Marshall said Waters then wrapped the child in a blanket and the couple left the home. Marshall reportedly held Oaklee in her lap while Marshall drove them to Morgan County where Waters disposed of the body.

Family and friends of Oaklee Snow, the Seminole County toddler who investigators say was murdered by her mother's boyfriend, are pushing for murder charges against the mother as well.

<snip>
IMPD told News 9 it may take weeks, if not months, to positively identify the remains using DNA. But the Marion County Prosecutor's Office issued a news release on April 26, stating that investigators believed the remains to be that of Snow, who would have turned 2 years old on March 10.

As a result, Waters was charged with murder and numerous other felonies. Marshall was charged with multiple felonies as well, including neglect of a dependent resulting in death and assisting a criminal.

<snip>
Although Waters has been charged with murder, Jordan and Kelley said they're disappointed Marshall is not facing the same felony.

"She should be charged with murder as well, in my opinion, and I know a lot of people feel that way," said Jordan. "She held her daughter and to take her last breath and she didn't - I know as a mom myself, I'd be, 'I'm not going anywhere with you.' Like, I'm running to the nearest emergency room."

In addition to hoping for a murder charge against Marshall, Jordan and Kelley said they believe members of Waters' family should be held accountable as well. Kelley said she is working on a petition to push for those changes.

<snip>
Furthermore, Kelley said she was frustrated that an Amber Alert was not issued after Snow disappeared and hoped to get the law changed. According to Oklahoma law, an Amber Alert should only be activated when a child 17 years old or younger is abducted and there is reason to believe the victim is in imminent danger of serious injury or death, and there is information that can be distributed to law enforcement agencies and the public that could help find the victim and/or the suspect.

When Snow was reported missing, Waters was already wanted on charges related to a prior incident involving the toddler. According to the Oklahoma State Courts Network, a bench warrant out of Okfuskee County was issued in November against Waters for charges of child abuse and domestic assault and battery in the presence of a minor. Marshall told investigators that Waters hit Snow in the mouth with an open hand because she had been crying, then slapped Marshall in the face when she tried to intervene, the affidavit stated. Snow suffered a cut on her lip while Marshall had visible contusions on her left eyelid and cheek.

Mysteries still abound in the death of an Oklahoma toddler whose tiny body was hidden in a drawer earlier this year.

Oaklee Mae Snow, a 1-year-old who went missing in January, died due to a “homicide of unspecified means,” the Morgan County Coroner’s Office determined after recently completing her autopsy.

The conclusion likely raises as many or more questions as it answers. The child’s death was presumed to result from a homicide once she was recovered from inside a dresser on April 21, the sad if not surprising culmination of a months-long national search.
