Biological family of missing Cal City boys file complaint against Kern County​

The biological father and grandmother of missing California City boys, Orson and Orrin West, filed a complaint in Kern County Superior Court, alleging Kern County and Kern County Child Protective Services negligently placed the boys into the custody of their adoptive parents.

A summons is listed under the Kern County Board of Supervisors' Tuesday agenda, which notes the filing has been referred to the county counsel’s office. The county has 30 days to respond to the complaint, which demands a jury trial.

The plaintiffs in the complaint include Charles Pettus, the biological father of the Orson, 3 and Orrin, 4, and Brenda Pettus, the biological grandmother of the boys. The complaint seeks compensatory and punitive damages and alleges that the “negligent hiring, training and supervision,” by the defendants caused “irreparable and severe emotional distress,” which will affect the family forever.


A request for comment was not returned Monday by the county counsel’s office nor the Kern County Department of Human Services, under which CPS operates.

California City Police Chief Jon Walker is resigning from his position, the city’s mayor tells 17 News.

Police chief Jon Walker was sworn in as chief in January 2020. It’s not clear why Walker resigned, but California City Mayor Jeanie O’Laughlin says it was voluntary. Walker will stay on as chief until March 31.

Walker’s resignation comes amid the ongoing search for Orrin and Orson West who disappeared from their adoptive parents’ home in California City in December 2020. It’s been 426 days since they were reported missing.

Trying to be fair here and many investigations we see take about a year before all evidence is in etc. but this one is getting long in the tooth now and there has never been a single indication of much of anything other than Bakersfield updating it seems only when asked and then it is just how many warrants, tips they have followed, etc.

I'm not saying it is Bakersfield LE even, good or bad, and I don't believe these boys went missing with these adoptive parents' b.s. story at the time they claim. So of course that puts cops at a disadvantage and behind the eight ball, but there is much in this case I think we should be seeing things about that better not be swept under the rug like WHY were these boys even allowed to be adopted by this couple??? CPS or whoever has a LOT to answer for, where is that? Where is any hint of it? Did these ADOPTIVE parents lie or obstruct? Do they have anything on anyone?? Is Bakersfield pushing the boys photo yet locally and nationally or anything??????
 
Cal City Police Chief Walker speaks on resignation, missing boys case
Walker says he is not resigning from feeling pressured, from not finding Orrin and Orson West, 3 and 4-year-old brothers, who went missing in December 2020.

"I think we did our absolute very best in that situation with what we had to work with, so I'm absolutely at peace," Walker said. "We did on our part, everything we could possibly do, so no I don't feel any pressure regarding that at all."

He says he still suspects foul play was involved in the disappearance of the boys and says he talks to the lead investigative agency on the case, the Bakersfield Police Department all the time.

"My personal belief is that those boys didn't wander off into the desert one night and just vanish, so the other option is someone would have had taken them somewhere," Walker said.

"Anytime we get a request for anything from Bakersfield, above and beyond what we've already done, we're on it right away," Walker said. "We don't waste any time. We jump on it. I communicate with Chief Terry, Bakersfield, at least once a month."

Trezell West, adoptive father of missing Orrin, Orson West, charged with murder
In a shocking development, Trezell West, the adoptive father of the missing California City boys, Orrin and Orson West, was charged with murder on Tuesday.

According to court docs, Trezell is charged with two counts of second degree murder, two counts of willful cruelty to a child and falsely reporting an emergency.

Trezell West has not been booked into the Kern County Jail as of 5 p.m.

WOW. And Thank GOD. I wonder what if anything changed or if they just got the case all put together and charged...

This is one case I have had no doubt of since fairly early on (at least my opinion anyhow). I don't believe her either but an arrest of either is GREAT NEWS.
 
I'm seeing people saying the Adoptive Mother was arrested as well.

So happy to hear this. Totally busy today or would have caught it earlier maybe. Catching up now. In the meantime, here is Linda. I haven't watched it, just saw it and many of us watch her I think so...

Thank goodness!! I mean I was ecstatic to hear he was arrested but over the moon to hear they both are. She clearly knew and/or was part of this. Now I'm wondering what changed if anything, I mean did they just decide it was time or is there some new and recent evidence discovered. I somehow doubt they confessed or anything like that. We can hope they will now tell where the boys are but I wouldn't count on that either with these two.

Since it is second degree, I just hope it remains at no bond or very high bond. I imagine w will know after the hearings tomorrow morning.

These arrests were welcome and unexpected news!
 
I think it’s odd that this arrest came after the chief stepping down. Especially the way he was going on and on about he had done everything he could do.
I don't know what I think of that. It could just be that he was staying on until he felt that case was resolved and he knew of the impending arrest before we did or that they were close and just putting the final touches on the investigation paperwork and any "assistance" or info from him needed was at an end...?

I mean nothing has went on in these past months with any controversy over the Chief or anything... We have just been waiting knowing Bakersfield has had it for months and no news in either Cal City or Bakersfield on it...
 
Both Trazell and Jacqueline are scheduled in court Thursday at 8AM.

Speaking at a news conference, DA Cynthia Zimmer said an investigation confirmed the deaths of Orrin West, 4, and his brother Orson, 3.

The DA said that they were able to prove that to a grand jury that the boys were murdered and they accomplished that through a combination of direct and circumstantial evidence and the grand jury was convinced that they were dead.

Wow! These two had it planned for a very long time! I wonder if that was the sole reason they moved to California City?

A grand jury... Three months before.... That's what many (self included) thought. This case got way out there some in the online world but people put the basic information together accurately and along with instinct and the couple's interview on camera and more, the public had it right...

I have to read up a bit later and can't remember the exact dates but most thought they were never in Cali City. They weren't in that home long, I recall that... I have November in my head for some reason but it may have been a bit longer that that...

They moved to Cal City in September 2020 (exact date unknown). Reported missing December 2020.
So, they were killed VERY close to the time the family moved.

Another reporter asked if, due to that three-month timeline, Orrin West and Orson West were ever in California City in the first place. The DA did not answer but said that was a “good question.”

That fits. I knew they were not there that summer. I get the November thing but would have to look back as talk about they thought they had the house but then something wasn't working out or more money down, financing, etc. I don't think (and I don't) most believe through the year plus of this case that those boys were ever in Cali City. And the move was likely part of an overall plan... If they were ever there it was but for a moment imo... I don't think they were has always been my leaning...

And then when the case got given to Bakersfield, an educated guess by most was that was the last time they could prove the boys were seen... So jurisdiction changed...

It will be interesting to see the info that comes out now...

The sad thing is I don't see these two telling where these boys are nor their bodies...

And the other side of it is just as in Arbery (it wasn't only the DA) and I would say Murdaugh too (many others in the system who are part and parcel from judges to the bank president and more), there are a lot of things in this one that seem to be ignored... How these two EVER adopted these boys that quickly with their circumstances, an "uncle" stepped forward it almost seemed to influence and is in a senior I think VP position as part of the NAACP, Jamal Watkins, as if he ever knew these two boys, rumors abound about family connections to CPS or the California Agency who placed these kids, etc.

I'm happy these two are under arrest but the other stuff has not been forgotten by many out there and also needs to be looked into... I do know the bio family I think just before this not long ago filed suit against CPS or whoever... So maybe a lot IS going on behind the scenes...

I hope to be able to watch and stay up with what comes out now...
