AMBER Alert issued for missing Gallatin 3-year-old Noah Clare​

An AMBER Alert has been issued for Noah Clare after the Tennessee Bureau of Investigation (TBI) upgraded the case of the missing three-year-old boy of Gallatin.

Noah Clare has been missing since Nov. 5. Investigators believe his father, Jacob Clare, left Kentucky with Noah and his missing cousin Amber Clare either late Friday, November 5, or early Saturday, November 6, to drop off Noah, but they never arrived in Gallatin.

Jacob was last seen driving a gray Subaru Legacy, with Tennessee tag 42MY10. Authorities said stickers on the vehicle in question have been removed since the initial alert.

Monday, authorities said both Noah and Amber may have moved north to Michigan. Last week, officials in Georgia said Amber may have been spotted at a Peanut Festival.

Family members on Monday told News 2 they were pushing for the AMBER Alert to be activated. “With it being two children from two different states, they’ve gotta treat it separately, unfortunately, which for Noah’s case they don’t believe he’s in any danger. But with the history Noah has with his mental instability, everyone knows that kid is in danger,” Noah’s uncle, Adam Ennis said.

Ennis added an AMBER Alert has not been issued out of Kentucky for Amber because she was not abducted so it does not meet all the criteria.

An Endangered Child Alert has been upgraded to an AMBER Alert for a missing Gallatin boy.

Noah Clare, 3, has been missing since Nov. 7. He's believed to be in the custody of his dad, Jacob "Jake" Clare. Noah's cousin, and Jacob's niece, Amber Clare, of Kentucky, is believed to be with them as well.

TBI says charges in the case have been updated to especially aggravated kidnapping.

They may be traveling in a silver 2005 Subaru Legacy with TN tag 42MY10. It has numerous bumper stickers on the back and rear damage. Michigan State Police said they could possibly be en route or in northern Michigan near Harbor Springs.

They make the 3 year old sound mentally unstable/ mention his mental instability, never heard a child that age referred to that way--I am guessing they mean the father and it was a name mix-up or poor wording.

Praying they are found safe. Sounds like they have evidence of the car being seen or maybe on a traffic cam, etc. and know stickers were removed so hopefully they are all safe assuming the children are still with him or the car.

If he took the stickers off, one would also have to assume he may swap plates...? I mean he must be aware they are looking for him with that sticker remark...

The girl went willingly the way it sounds. He must be paying for gas, etc. somehow. Did he or the teen take cell phones I wonder or ditched them.

Over a week later and a mother is awaiting the safe return of her three-year-old Noah Clare, believed to be with his father Jacob Clare. Officials have now issued an AMBER Alert in two states following his disappearance.

Amanda Ennis says it’s been over a week since she dropped off her child, Noah Clare with his father Jacob, or Jake Clare.

Authorities say Jake left Beaver Dam some time on November 5 and Ennis believed he was headed to Gallatin with Noah, but they never showed up. Sixteen-year-old Amber Clare of Beaver Dam is Jake Clare’s niece and is believed to be with Jacob and Noah.

Since then, the Tennessee Bureau of Investigation has officially issued an AMBER Alert for missing three-year-old Noah Clare of Gallatin. Officials say the process to issue an Amber Alert in Kentucky is lengthier and therefore, have not issued one for Amber at this time. However, she is considered ‘endangered missing’ by Beaver Dam Police.
 
Up near the Canadian border. I hope If they are up in the UP of MI, that he brought winter gear for himself and the kids or has the means to buy it and that his car heater and defroster work. I wonder if he has relatives there or a home. I also wonder where the niece resides or why she is/was with him.

I'm always just a little bit doubtful when they say where they think they may be to the public... I guess because if he watches the news or checks then he realizes as well (all perps) he may do something rash or move again... Sometimes I think they may do it to encourage them to flee and they are already watching them but not sure as that could be dangerous for the child... Other times I worry if they know they are close, they will harm the child... I wonder therefor about announcing it sometimes...
 
Arizona put out they said an Amber Alert and now we have California. The AZ mention made me wonder if Michigan was truth or just covering all bases or even if they wanted him to think that is where they were focused.

So the car has been located but the man and two children have not been?
 
Vehicle was actually found and towed on SATURDAY. Not Tuesday. 3 day delay in connecting it to this case...

Family of Noah Clare ‘extremely frustrated’ with TBI​

Since the beginning, Noah's family had begged for authorities to issue an Amber Alert for the young boy.

"Right now, our main concern is how can we get that Amber Alert out there to make sure everybody knows they are missing and in danger," Noah's mom, Amanda Ennis, said.

Tuesday, TBI announced the criteria have now been met to issue one. This Amber Alert comes after authorities handed a new charge to Jacob Clare of Especially Aggravated Kidnapping.

TBI won't share what exactly led to the new charge, but the family said they wished it would have come sooner.

"Being on the run isn't a life any child should go through," Noah's uncle, Adam Ennis, said.

Shortly after the Amber Alert went out, TBI announced that the Subaru that Jacob Clare may have been driving was spotted in Arizona in the past week. This announcement gave the family hope for the new lead.

Just a few hours later, TBI said that the Subaru had been located in San Clemente, California. At that point, the family said they were frustrated and told us they found out about the abandoned car on Saturday.

Through a quick search for impounded vehicles, a vehicle matching the make, model and license plate was towed Saturday from the Outlets at San Clemente and taken to A.C. Towing.

The Orange County Sheriff's Department in San Clemente, who said they have not yet been asked to help in the investigation, confirmed that the car was towed from the outlets.

A.C. Towing confirmed the car was taken there. They referred us back to TBI.

The family said they are "extremely frustrated" with how TBI has handled this investigation.

"The longer this drags on, the worse it will be for Jake when they do get caught," Adam said. "Because they will get caught."
 
So they towed the car. I hope they didn't need the things in that car to survive and I'm not clear if they think they ditched the car or it was parked there to access while they are possibly staying somewhere and accessing the car maybe at night or something. Or do they think it was ditched, swapped, etc.? Not really any further info that i saw... I suspect if it was towed, unbeknownst in California it was connected to this case, it was probably somewhere overdue or where it shouldn't have been parked in which case he likely ditched it...?

If they couldn't get an Amber Alert until a certain charge was brought then my guess is they couldn't get a warrant until then either to like access bank records or anything like that to see if he is using a debit card or something... They are probably only now getting on that or cell records if they even have yet...

In these pictures tweeted by the T.B.I., Noah is with Jacob Clare, accompanied by who the T.B.I. believes to be Amber Clare.

Authorities say the pictures were taken from a surveillance camera in San Clemente, California on November 11.

WKRN also discovered unsettling social media posts and comments, by the Facebook account of Jacob Clare in the weeks leading up to the alert. A post from late September in a Facebook group asking for experiences on “surrendering.” The post said in part:

“Since November I’ve had my son kept from me and I’ve spent thousands of dollars on attorneys. I’m to the point where I feel like surrendering is my only option…I’ve felt like I’m in a movie set the past few years.”

A comment made from the same account said:

“It also make me wonder if it’s time to do things that you don’t want to do, that would go against societies rules but yet you know in your heart it would be coming from a place of pure love.”

Another post from October 9 states:

“The only thing that makes sense to me is if something is around the corner that I’m needed for that’s divine purpose for the greater good and that is me needing to let go of what I’ve always known as the daddy in me.”

About three weeks later the TBI said Clare bought the Subaru Legacy on Facebook Marketplace and a week later 3-year-old Noah was reported missing out of Gallatin.

SoCal mom who spotted missing TN boy says ‘gut feeling’ led her to call 911​

Julia Bonin had a feeling she couldn’t shake. She admits she almost let it go, but then it lingered there in her gut Thursday morning while en route to her son’s middle school.

Bonin believed she’d spotted missing 3-year-old Noah Clare, teen cousin Amber and Noah’s father, Jacob walking near Doheny State Park in Dana Point.

Bonin said she’d been following coverage of the case on social media. So when she pulled up to school, where she had been scheduled to volunteer in the morning, she turned to her son to tell him, “I have to go back. I think it might be them and I have to make sure.”

“I dropped him off at school and turned around and headed back north,” she said, “and (I parked) and got out of my car and took a photo and called dispatch and reported what it was.”

As it turns out, she was right.

After speaking to a dispatcher, she turned around for her volunteer commitment at the school before heading back to the state park area once more. She said she felt she couldn’t leave.

Within minutes, she learned that Jacob Clare was taken into custody and the two children were found safe.

“We have constant conversations with my own children about things at school and watching out for each other and friends,” Bonin said. “I would have regretted it if I didn’t turn around. It would have lingered with me.”

In a news conference Thursday, Orange County Sheriff Don Barnes said he didn’t know how many tips came in on the case, but noted, “there’s only one that matters, right?”

He commended Bonin for sharing the information with authorities while not placing herself in harm’s way.
