Police are asking for help finding an 8-year-old Pasco boy who hasn’t been seen for nine months.

The last time police officers saw Edgar Casian, 8, was Sept. 21 after his mother asked them to check on her three children, she told the Tri-City Herald on Tuesday.

Maria Quintero said she has called police and Washington state Child Protective Services several times after her ex-boyfriend took custody of their son and two daughters, Briseida, 9, and Luna, 3,

Now all she wants to know is where her son is after learning that the girls were found in Tijuana, Mexico, in what police called “alarmingly dangerous conditions.”


The father’s mother was caring for the kids in the Tri-Cities after Quintero was arrested, jailed and eventually deported to Mexico for being an undocumented immigrant.

Even after she returned to the U.S. in 2019, her children stayed with their grandmother.

Before the COVID pandemic, Quintero traveled from California to Portland to see her kids and their grandmother for visits. The last time she saw them was in February 2020.

The following month, the children’s father demanded custody of the children and the grandmother handed them over, said Quintero.

Since then, Quintero said she’s been concerned about their well-being.

She called police and Washington state Child Protective Services to have them checked on, but both agencies said they couldn’t take the kids from their father.

She felt her concerns weren’t taken seriously until she recently received a call from police asking where the children were since their father claimed the kids were with her.

Then she learned her daughters were found in Mexico and were being returned to the U.S.

Family pays homage to Edgar Casian in tearful service​

Family paid a tearful homage to Edgar Casian, the Pasco boy who Pasco Police declared missing in May 2021. Edgar's humans remains were found in rural Benton County in February 2022.

The U.S. Marshals in the Eastern District of Washington state are asking for the public’s help to find 33-year-old Edgar Salvador Casian-Garcia and 37-year-old Araceli Medina. Both Casian and Medina have nationwide warrants for their arrest for Murder in the 1st Degree, Rape of a Child in the 1st Degree and Child Abuse in the 1st Degree.

The couple is accused of sexually abusing and trafficking Edgar Jr. as well as a 9 year old girl and a 3 year old girl. Deputies say they were recovered in Tijuana last November after they escaped from a hotel where they were staying with Medina.

The U.S. Marshals are also very concerned about the welfare of another 3 or 4 children belonging to Araceli Medina.

They are currently unaccounted for and no other information on their identities is available. Deputies say they want to make sure the kids are safe before they meet the same fate as little Edgar jr.

The U.S. Marshals strongly believe that there are people who can provide information to help them locate the couple.

It's believed Casian and Medina fled to Nayarit or Sinaloa, Mexico or possibly Canada. Any information you can provide will be kept anonymous.

Deputies say the fugitives have made several threats against friends and family in an attempt to intimidate them to keep them from cooperating with law enforcement.

If there are people that can help authorities, then SHAME on them for not doing so. Other children she has as well? Threats against family and friends?? TURN them IN!! Do it anonymously, do it through someone or in some way and get them off the streets!! Don't testify or come forward if scared, just point the way for authorities on where to find them!!

There is FINALLY information out there about the other children.

Police and the marshals tell NCMEC they fear for the safety and well-being of Medina’s four children, ages 4 to 14, and the couple’s infant son, who, astonishingly, was given the same name, Edgar, as his murdered half-brother. Law enforcement says it needs the public’s help to find the couple.

The marshals have elevated their fugitive investigation for the couple to major case status and are offering a reward of up to $10,000 – each – for information leading to the arrest of Casian-Garcia and Medina.

U.S. Marshals offer reward for information on couple wanted for Edgar Casian's murder​

The U.S. Marshals has released information to the public regarding two Most Wanted individuals in Franklin County, a couple who may be traveling together with three children who have been reported as missing or endangered.

Both 34-year-old Edgar Casian-Garcia and 38-year-old Araceli Medina have been wanted since April 2022, according to the U.S. Marshals. They are wanted for the aggravated murder of Edgar Casian, four counts of child rape and three counts of assault. The fugitives might be traveling together with children ages 10, 12 and 14.

Casian-Garcia also uses the aliases Edgar Salvador Casian and Edgar Salvador Garcia. He has brown hair and brown eyes, weighs 220 pounds and is reported to be six feet tall. Medina also uses the aliases Araceli Medina Tapia and Tapia Medina. She has black hair and brown eyes, weighs 125 pounds and is 5’5”. It is unknown if either has scars or tattoos.

Anyone with information regarding the pair’s whereabouts is asked to contact the U.S. Marshals online or by calling 1-877-926-8332. A reward of up to $25,000 is being offered.

I see grandma deported, Got back in though. No problem! It's good they're being extradited. Mexico has no extradition treaty with the U.S. That should change IMMEDIATELY! When a crime is committed. They run right back to where they came from. Something needs to be figured out to put something in place to end that crap too.

The United States and Mexico signed an extradition treaty on May 4, 1978 that provides for the return of those who have committed crimes and fled across the United States/Mexico border.


One possible explanation is the common mistaken belief that the United States and Mexico do not have an extradition treaty. Under that assumption, any American felon who manages to step across the border would not have to worry about setting foot in prison ever again.

In truth, the United States and Mexico do have a bilateral extradition treaty, first signed in 1978. Since the early 2000s, the number of fugitives that Mexico has sent back to U.S. authorities has increased at a steady pace. Between 2003 and 2011, more than 2,000 criminals were captured and returned to the United States for prosecution, according to U.S. Marshals data.

U.S. and Mexican authorities also engage in cross-border cooperation on law enforcement matters. The U.S. Marshals Service, which has a task force dedicated to finding and capturing criminals on the lam, leads efforts on this side of the border to capture felons fleeing south. They even have a field office in Mexico to assist in coordination with Mexican authorities.
 
O.K. I've heard specific cases where they would not extradite the person. I've even it heard on documentaries about the no extradition treaty. So, Wow. I don't believe something, Unless I get it from a reliable source. That is a major widespread belief. I am so shocked. Thanks for posting that. But no more shocking moments for at least an hour.

Some countries who will extradite/we have agreement with won't extradite if the person is facing the DP. If guaranteed no DP, then they will. I believe Mexico is one of them.

Very familiar with it. If you were to hide/flee from the law, just stop when you are in Mississippi River and bluff area. Most of Iowa is flat and boring and of course in many states that's where the highways run to travel through, but there are some pretty parts. Fewer than we have but some...
 

Man accused of killing his 8-year-old son is back in E. Washington after extradition fight​

A Pasco man accused of killing his 8-year-old son and then leaving his body in a shallow grave is back in the Tri-Cities to face a host of charges.

Edgar S. Casian-Garcia, 35, was booked into the Franklin County jail Thursday afternoon to face eight counts, including aggravated first-degree murder, two counts of first-degree child rape and five counts of first-degree assault of a child.

The count of aggravated first-degree murder means he would face a mandatory life sentence in prison, if he's convicted of it.

He is being held in lieu of $5 million bail.

Casian-Garcia and his girlfriend, Araceli Medina, 39, were caught in Mexico in March with five children who were believed to still be in danger.

The couple are accused of a horrifying pattern abuse of Edgar Casian, 8, and his two young sisters, where they held their heads underwater, cut them with razor blades and poured burning water on one of them.


As of 4 p.m., only Casian-Garcia has been booked into the jail. Medina is facing the same charges, and is also being extradited from Mexico. It's not clear when she will be returned to the Tri-Cities.
 
Franklin County man accused of son's murder faces court, potential life sentence looming
A man accused of killing his own son in Franklin County last year before fleeing to Mexico is now back in court and is facing many charges.

35-year-old Edgar Casian-Garcia is now facing nine counts of aggravated First-Degree Murder, two counts of Rape, and five charges of Assault of a Child in the First Degree.

Currently, there is no bail set at this time. However, his arraignment is October 3rd. Casian was first seen again in Franklin County Courts on Friday.

We're told if convicted of the Aggravated First-Degree Murder charge, Casian-Garcia would face a mandatory life sentence.
 
Woman accused of torturing and killing 8-year-old boy is back in Tri-Cities
A 39-year-old woman is back in Franklin County after she allegedly tortured three children, leading to the death of an 8-year-old boy.

Araceli Medina of Pasco was booked into the jail this week nearly eight months after being arrested in Mexico with her boyfriend Edgar Salvador Casian-Garcia, 35.

She is being held without bail.


Casian-Garcia was booked into the Franklin County jail in late September. He has pleaded innocent to the charges and his trial is set for Jan. 31.

Medina has yet to enter a plea.
