Have any of you ever lived in an area where there was persistent rumors of ritualistic satanism? I haven't. And I'm not talking about people who dabble in witchcraft, I'm talking about illegal bad-news type of activity.
Nope. I have heard it come up around other cases though. The Kelsey Berreth case in Colorado. I wouldn't say it was rampant and probably did not end up related to it as far as we know in any way but early on before any arrests, in different theories, people from that area said in that area there are satanic symbols up in certain outdoor areas, etc. and other evidence of such things. It is so outside my normal thought process, such never occurs to me probably because I never have lived around it or known it to go on around me...

When idiots run out of ideas satanism is their last resort. Just like the conspiracy theorists. Just something for the gullible. 🤷‍♀️

This is an interview of another neighbor at the Bakersfield apartment complex. It's interesting. I don't know why everything like this in this case seems to have things in them that are unclear. This one now has people wondering if they had 8 kids and gave two back or if they had 6, gave 2 back before they moved to Cali City in which case the four getting in the van would include the two boys. Anyhow, apparently they had a couple of older ones who were too much trouble for them and they gave them back to the system... Also of interest is that I think it is her mother also lived in the apartments and she ALSO adopted or fostered children... Some are thinking there is like a little family business going on here and a revolving door of children and anyone keeping track of them between the families and the rotating... This woman also states she never saw the adopted father with ANY of the children. The two older ones they gave back apparently had to sneak out to play and were scared of him. Judge for yourself, it is a bit hard to follow at some points as I think she is talking about grandma once in awhile instead of the adoptive mom.

Reading comments underneath of these is interesting but of course, lots of speculation and rumor out there...

The combined total of $100,000 doesn't seem to be motivating anyone who may have information. I highly doubt anyone but two people know exactly where these boys are to be able to come forward, unfortunately.

The $25,000 reward committed by California City for information in finding brothers Orson West, three, and Orrin West, four, was extended to Jan. 26.

The City Council voted to approve the extension during Tuesday’s City Council meeting to avoid the reward from expiring later that night as approved by the Council during a Jan. 7 special meeting.

Councilmember Kelly Kulikoff suggested again to raise the reward from the city to $50,000, citing $25,000 for each of the two boys.

Councilmember Jim Creighton disagreed and said $50,000 is excessively high.

“First of all, the city doesn’t have that kind of money to pay out $50,000 on a whim,” Creighton said. “Granted it may never get paid out, but let’s say tomorrow it comes up, where’s the city going to pull $50,000?”

The Council also wanted to keep the reward in line with others committed by previous councils.

I agree with you. What's the use of $100K if you're behind bars?

If anyone other than the two people know, it would be family most likely in the opinions of some.

I don't think I have mentioned it but is it not unusual for a city to offer a reward? I am honestly unsure if I have ever seen that before.

It is VERY unusual! This is taxpayer money. Most cities don't have a lot of money to operate, unless they are in a special circumstance, like a popular tourist town receiving transit tax revenue. I have to wonder what revenue California City receives to support this decision? We could look at the public city budget and found out.

In less than a minute I found an article where they described their last budget proceeding to be "bare bones". Now I'm really curious!

Yes, the one board member above apparently had a bit of an issue with it. I try not to get this way, who would knock a reward or a city caring about the boys? Certainly not me. No one seems to be questioning it (questioning all else but not that) but I find it VERY odd. For one thing, they are not the only missing children or people apparently from this city so how do you explain a reward for one case and not another? I would not even think they would walk down that road...

This entire case is strange. Sad at its core, it is about the boys but the things being said and going on get to where I have to take a break from it. I don't want to get too much into rumor here but there is talk about, I think I mentioned before, the PD being like privately owned and also owning some of the businesses that put up the rest of the reward or some such (I cannot verify nor do verify this is true). Then of course the West extended family put up a good portion of the reward. So if the budget was bare bones for the city, where will the money come from?

BBM What you wrote here would be the first concern. If you use the public's funds to benefit one citizen, you better be ready to do the same for others!

That actually is the big red flag of it to me as well. Generally concerns of liability and fairness trump everything... I can think of another case that was not a reward but something the county did re the victim that they did not ever do for other victims and I thought the same... How can you show you care about one and not all of the others...? Again, it was not a reward but something that they only ever did for one...

According to that article from last year, they were cutting programs that benefit the community. How do you explain that, too? But, I can understand that they didn't want to appear as though they have no compassion toward Orrin and Orson. What a spot to be in as a councilor.

I can look at it that way and understand and especially maybe when it got attention and hit the internet, etc. they knew attention was on the case (yet MSM is still not covering it much if at all (even locally...) But it still comes down to explaining it when every case the same reward or any reward is not done, etc. I just do not think most would ever put themselves in such a position and am guessing no lawyer to a board would advise it. And even then would you not do say $5,000 or $10,000 if you are going to go there at all? If you are a city as you said cutting programs, etc.? I don't know. Hard to gripe about support/a reward because it is a good thing but I can't help but find it strange.

Here's their budget:

Did you hear their police department is privately owned? Police department budget starts on page 21.

I have read more than once privately owned, unsure if true. Not to be a pain but I looked at this and could not find an easy way to go to page 21, etc. I went to one link for most current budget and it wanted to take 15 minutes to download and I was not even sure it was the right spot so I canceled it. Don't worry about it or do it for me, I just have not found the way to view with a major download. Not great in all tech areas... :)

I downloaded it. I'll try to attach pages 21, 22 (2 pages of police budget) and I think page 23, dispatch budget. I could be wrong about the page numbers. But here they are.
