Davenport Police need help locating missing child

The Davenport Police are asking for the public’s help in locating a missing child.

Breasia Terrell, 10, was last seen in the 2700 block of East 53rd Street in the early hours of July 10.

Davenport Police are searching for a missing 10-year-old girl by the name of Breasia Terrell.

The last time anyone saw her was this morning on E. 53rd St., near Lorton Avenue.

She has been reported missing since around 3 a.m. and was last seen wearing a white t-shirt, shorts and flip-flops.

Early Friday night, around 4:30 p.m., police brought their search to Credit Island at the family’s request.

They say this was a frequent fishing spot for Terrell and her family.

Police were joined by the Davenport Fire Department in this investigation.

Crews brought out a boat, used sonar equipment and took pictures of the area, looking for any signs of Terrell’s whereabouts.

Family and friends of Breasia Terrell, 10, a missing Davenport girl, are searching Fejervary Park on Saturday afternoon, with two tracking dogs on hand.

"She's been gone 24 hours. She's a 10-year-old girl," said her mother, Aishia Lankford, of Davenport, said upon her arrival at the park. "I'm asking anyone to come help me."

She pleads with anyone to come help or contact her "if you've heard anything, if you've seen her," she said, her voice breaking with emotion. "Her eyesight is kinda messed up out of her left eye and she can't hear out of her left ear."

Lankford said she heard a tip someone heard a suspect say something about "Mother Goose," so the group, with fliers about the little girl to distribute, went to Fejervary Park, known for its Mother Goose structure.
 
Affidavit: Davenport sex offender arrested on registration violation

Henry Earl Dinkins, 47, was booked into the Scott County Jail at 9:14 p.m. Friday on one count of sex offender registration violation second or subsequent offense, a Class D felony punishable by up to five years in prison.

According to an arrest affidavit filed in the case: On Friday, Davenport officers executed a search warrant at an apartment in the 2700 block of East 53rd Street in connection with a missing person investigation.

The arrest affidavit does not say which missing person investigation the search warrant is related to. Police have not said whether this has to do with the missing person case of 10-year-old Breasia Terrell.


Henry Earl Dinkins, 47, is in Scott County Jail on a $25,000 bond for a sex offender violation. He has not been charged in the disappearance of Breasia Terrell.

"We got the tip from a neighbor of Henry's," Lankford said.

Terrell was last seen Friday in the 2700 block of 53rd Street. According to court records, police searched Dinkins' apartment at 2744 E. 53rd St. later that afternoon.

Dinkins has a long criminal record, including convictions for selling crack cocaine, sexually abusing a young girl and failing to register as a sex offender. He was booked into the jail a little after 9 p.m. Friday and made a first appearance in court Saturday morning.

I have family in Davenport to this day. I was talking about Mother Goose Park on here not too long ago, a few months... Probably in the Basement. We went to it as children. It has long changed since I remember it as a child and is some like eco something type of park with I believe more acres now but just looking it up a few months ago, they kept the Mother Goose structure... Davenport has plenty of crime and has for years. Plenty of good people too but it is not low crime...

Ten years old again?? Prayers for this child and her family.

Well the address and Scott County sure fits. Davenport is Scott County. NOT sounding good...

Search efforts are ongoing and police are in constant contact with the family.

Police ask that those who want to volunteer to help should self-organize search parties.

“We are humbled by the outpouring of support. People want to know how they can help,” says Davenport Police Chief Paul Sikorski. “For those who want to volunteer in a search party, we ask that you self-organize groups of three or more for personal safety. These efforts work in tandem with law enforcement efforts but should be lead independently. Any tips or information from volunteers should be called into 9-1-1.”

This has been a horrible week plus+ for children. I so hope this girl is found safe.
 
Crime Stoppers of the QC offers $3,500 reward in case of missing Davenport 10-year-old

Crime Stoppers of the Quad Cities announced Saturday it is offering a $3,500 cash reward for any information that assists area law enforcement in locating missing 10-year-old Breasia Terrell, or information “which leads to an arrest of anyone who may have taken part in her disappearance.”

According to Crime Stoppers of the Quad Cities, it has put $2,500 toward the reward fund. A local attorney, who Crime Stoppers of the QC said wishes to remain anonymous, donated the other $1,000.

Police ask that you please contact Davenport Police Department by dialing 9-1-1, by calling 563-328-6749 or Crime Stoppers of the Quad Cities at 309762-9500 or use the mobile app “P3 Tips” with information on Breasia Terrell.

According to KWQC, Breasia Terrell was last seen in the early hours of Friday morning at the 2700 block of East 53rd Street in Davenport. Breasia’s grandmother Donita Gardner told the Quad City Times that Breasia had gone to stay at the home of Henry Earl Dinkins on Thursday night with her cousin, who is reportedly Dinkins’s son. The little girl had vanished by Friday morning.

Dinkins is a registered sex offender with a criminal history. Breasia’s family reportedly asked police to search Fejervary Park and a lagoon at Credit Island after they heard a tip that Dinkins mentioned something about “Mother Goose.” According to the Quad City Times, there is a large Mother Goose structure at the entrance to the park, where police and volunteers were seen scouring the area on Friday.

Police reportedly also searched Dinkins’s apartment on Friday, and later the same day took him into custody on a sex offender violation. Dinkins allegedly failed to comply with sex-offender registry requirements, according to documents obtained by the Quad City Times. He has not been charged in connection to Breasia’s disappearance.


Breasia’s mother also said that the little girl has physical disabilities related to her hearing and sight.

Gol darn it! So apparently it is known she went to the home of a sex offender. One that was not up to date on his registry... NOT a good sign... Who knows if the Mother Goose thing has anything to do with it but I can tell you, the structure seemed large when I was a child until I looked it up a few months ago and realized the children's park was long gone but they still had "her". Like your old elementary school when you go back in, she looked quite small to me... The park is big, the structure is nothing...

Here she is back in the day. She was just the entry to the children's park, as you can see the adult in the picture is too talk to walk through.... This is the structure they are talking about. It may reference her being near there or something to do with the case but she is not "in" the structure...

I don't know. I just read an article that mom got done with work and saw a text from her daughter saying good night she had missed at 9:24 or something like that. Last time she heard from her. I don't want to throw a heartbroken mom under the bus without knowing facts but it does make me wonder if the 10 year old was alone or what happened. She could have been with a trusted relative or friend or father, no idea. I am also not going to judge if she was working and trying to be sure her kid was taken care of... Hopefully the "sex offender" has nothing to do with it... I also have been looking up Credit Island in the past few minutes...

I have some wonderful relatives in this area but without saying too much, I am glad I was not raised there. I have watched the generations who had very good down to earth parents, even huge farmers, but the kids went into the city school system.... That now has continued down to a cousin's niece who is way younger than my children... Davenport has gotten nothing but worse crime wise and part of it too is the proximity to Chicago and more... I have dear loved ones there to this day... They will be the first to tell you about it though...

Not saying it has anything to do with this case... It just hits I guess like the little girl the other day with you as I can picture the area and spent at least a week once a year down there if not more...

Possibly. But it sounds like they're family? She was staying with her cousin, Dinkin's son. So that would make him her uncle? Possibly not by blood but it seems like they're related in some way.

My thought and speculation is they are not family... Meaning son may have said let's go to my uncle's but it was not her uncle... I would like to know this cousin's age as well... And proximity from where to where... Definitely could be wrong but... Just a guess... my kids' first cousins have aunts and uncles on their other side, so do my first cousins, they are no relation to me at all nor in the case of my children to them... And that is without "steps" coming into play in many families these days... I could be all wet and wrong but I can't believe the mother knew about her going to the home of a sex offender... I sure hope not anyhow...

Apparently he only has one offense from 30 years ago. When he was 17, he sexually abused (3rd degree) a child under 13. Nothing since then, but still labeled a Level 3 offender (high risk of reoffending). Which could mean he really hasn't done anything since 1990, or he got much better at hiding it.

If he only offended in Iowa... He clearly was not up to date on registry or so it said... I don't know how it works but if he offended in 1990 only, not sure with 3rd degree why he would be listed at such high risk of reoffending... I could see him still on it, many are for life... Maybe he is innocent, hard to say...

Does anyone have Pacer access? Federal? I used to but I forgot and lost the password long, long ago...

One other thought is maybe he violated conditions more than once but they did not reach a felony status, etc. Iowa has free access to civil court records, criminal, etc. but the last I knew you have to search each individual county, no statewide...

I wonder that too. States so vary... I can think of someone who was not allowed a license in two states including his own but he had legitimate ones from other states... One crime in one state did not necessarily affect the next. Different type of thing and in some ways nice each state can govern their own and make some of their own laws but it also creates big problems sometimes...
