Mother, infant daughter missing after leaving for doctor’s appointment, family says

The search for a mother and her 8-month-old baby in California continues more than a week since they were last seen by family.

The mother of Whisper Owen said her daughter and granddaughter were in Fresno, California for a doctor’s appointment and on their way back home to Sacramento when they disappeared.

The missing mother’s car was spotted on traffic cameras in Atwater last Tuesday, which is her last known location.

Owen’s mother, Vickie Torres, was the last person to see her daughter and granddaughter before they vanished.

Torres said she does not know why her daughter was in Atwater. She said she believes her daughter and granddaughter are somewhere between Atwater and Sacramento.

“For me to think that now she drove away and I’m not going to see my daughter again because I can’t find her,” Torres said. “Something has happened. Nobody knows.”

Fresno Police said they do not believe the missing mother and baby are in the Fresno area.

“Something happened to my daughter, she didn’t disappear on her own,” Torres said. “She didn’t run away from this family. She didn’t run away from her other children.”

The family is now urging anyone from Atwater to Sacramento to check their security cameras for even a flash of her car’s appearance in the hopes that it could lead to some answers.

You can eat/drink at mom's and/or brothers. 10 hours is a LONG time if your baby is fussy and pretty much guaranteed to keep getting fussier for the rest of the evening. Get her home in her own bed or like you said, stay the night (like her partner assumed she did). Her trip, that late with broken headlight that she was supposedly in fear of getting stopped for, makes absolutely no sense unless she planned on making a stop that way. She was guaranteed to be traveling in the dark with the decisions she made. That doesn't sound like anybody that was scared of traveling with a broken headlight at all.
Which way do you want it? Baby could not have been fussy as 12 hours had not passed or baby was fussy?

I don't know that I saw WHEN the bro said baby was fussy. Mom and he may have discussed it later and so he mentioned it in interview, doesn't mean the child was while at his house. Hard to say..

She doesn't have to eat at mom's and maybe did not expect to or expect mom to feed her. It was a bit of a day out for her visiting too and she may well have planned on eating elsewhere, hard to say, we can't know. She could have gotten something easily with Food Stamps and it is interesting both relatives knew she had $600 in Food Stamps, makes me think perhaps there was a discussion that she'd just grab something.

These are the sunrise sunset time for July in Fresno. She would not have had to drive in full darkness by the look of it.

July 2025 — Sun in Fresno, CA Metro Area ; 90°. 60°. 30°. 0°. -30°. -60°. -90°. Rise. 5:51 am. 62°ENE. Meridian. 1:04 pm. 180°S · Set. 8:17 pm.
It is still daylight here til pretty late. Doubtful she was ever in full on darkness.

I never said the baby wasn't fussy either.

If the headlight was broken because she couldn't afford to fix it, she sure spent more than that in gas traveling the three hours and back, especially taking into account for California gas prices.

If you have no license and a broken taillight, you don't leave on a trip that is surely going to give you many chances on getting stopped and it getting dark, when there are pediatricians much closer to home. You also don't take the long way home instead of the shorter one with no license, broken taillight and a baby that is getting fussier by the minute from her shots.
Smh. Not sure how you know what she would or would not do. I sure don't. She started out early to ensure her baby saw her pediatrician. Very early. That tells me she cared. She also changed her and bought formula, again showing me she was taking care of her. That's about all I know.

So she left at 4 am when it was dark. She left in time to go to her mom's first before the 830 appointment, so that makes me believe she took the faster way there. In the dark. IF she did go that way to the appt, then the excuse of why she went back the other way is totally blown. She really didn't have time to take that way there from what I can tell. Not doing anywhere near the speed limit, if she did.

Was she planning on stopping and seeing somebody she knew on the way home? We don’t know.
Either stopping to see someone or meeting up with someone at a specific time is my guess. Not much else explains taking 3 hours to make an hour drive to Atwater, IMO. Either met someone or killing time to meet someone later along the way.

There are pics of her car in the dark with a headlight out. It's in the thread that you claim to have read everything in.
Oh stop/ I read/skimmed all posts yes, did not go into links. I saw the pic but was moving along to get through all posts and never took it that that pic was necessary from that night. If wrong, fine. I had just come in

It was new to me and at least I did read to catch up instead of diving in without knowing. I absorbed what I could along the way.

Even so, not a think I read would have me presuming she'd have made the same decisions I would, like you do.

I'm not into this. A kid is missing, actually a kid and mom. As far as any of this kind of thing go ahead and have at it. I want no part of it. Hard to measure up to perfection :)

Now, I'm just going to the case if that's all right..

It seems she did have a phone that pinged on her way home.

Video obtained by Action News shows Owen driving in Waterford. This is the last known sighting of Whisper and Sandra.
Her brother was told her phone last pinged in Oakdale. Less than 80 miles away from her home in Sacramento.

Yes and it hardly gets dark all night that time of year. I think sadly she may have ended up in one of these bodies of water. What i don't understand is why authorities have only now just started looking.

It's been a month.

There are vaccination resources very close to where she lived. She didn't have to go 3 hours away just for well baby shots. If I had a warrant out for my arrest, no license and a vehicle that I shouldn't be driving at night, I sure would have sought this info out instead. This is just one of many resources I found near where she lived.

Possibilities as I see them:

Accident, not found yet. If so, there is no hope and both are dead. Nothing has been found either has it, no vehicle, none of her belongings and so forth. She had a long day that started eary. It seems as likely as anything. I don't often jump to this but in this case, I think it a real possibility.

Foul play. Certainly not ruled out but no real reason to think it either other than pure speculation at this point. Again, nothing found, not seen with anyone, etc. If she had trouble she could have called home and someone came to help, just speculation though. And again where is the vehicle then?

She is missing by choice. Nothing really indicates that either. She only bought as needed that day it seemed, not stocking up or anything athough I do find the mntion of the Food Stamps more than once a bit interesting. She was winding closer to home, not away.

I'd like to know more about the phone. Did all activity cease?

I guess the phone reporting or lack of one has been far from accurate.

If I had to lean right now, it would be accident. Pretty rare for me to think that.

The fact that she was so far off the beaten track that late in the day, I’m thinking it could be foul play. But accident isn’t out of reach in my mind, either.
