Khoi Vu was last seen by his family sometime between the hours of midnight and 1 a.m. on the morning of April 7, 2007, at the home which he shares with his family in Clark County, Washington. They noticed he was missing around 8 a.m. on April 7, 2007. Vu apparently left the house without his favorite jacket and his bicycle, which is his primary mode of transportation. He has never disappeared at night before, and has never left the house alone for more than an hour or two at a time.

Although born in Vietnam, Vu is an American citizen who understands, reads, and writes English. He does not understand Vietnamese. Additionally, his right arm/hand is slightly deformed.

VANCOUVER -- Deputies are hoping tips from the public will lead them to a deaf, developmentally disabled man who has been missing from his northeast Vancouver home since early Saturday.

Khoi Dang Vu, 25, was reported missing at 8 a.m. by his sister and brother-in-law, with whom he lives. They saw him in his bedroom about 1 a.m. but discovered he was gone seven hours later, said Sgt. Tim Bieber, Clark County Sheriff's Office spokesman.

Vu, who cannot hear or speak, likely was seen about 3 p.m. Sunday playing basketball on the playground at Ellsworth Elementary School, Bieber said. A woman nearby gave him a bottle of water, which he drank quickly, but he did not indicate he was lost or needed help, which he can do, Bieber said. Vu has the mental capacity of a 10-year-old but can write well.

Search dogs later were brought to the area, where they picked up Vu's scent leading away from the school but then lost it, he said.

Concerns for Vu's safety are growing considering the length of time he has been missing and the cool, wet weather, Bieber said. Deputies called off their search about 10:30 p.m. Sunday but are setting up a command post today at the Clark Regional Emergency Services Administration to continue the search.

Vu is described as 5-foot-5 and 108 pounds. He has brown eyes and black hair.

Disappearance of deaf Vancouver man now criminal case

VANCOUVER -- Three weeks after a deaf and mentally disabled Clark County man disappeared, investigators are shifting their focus from a missing person case to a criminal investigation.

Detectives continue to talk with persons of interest in the disappearance of Khoi Dang Vu, 25, but no one yet is considered a suspect, said Sgt. Tim Bieber of the Clark County Sheriff's Office. He declined to name the persons of interest.

Vu vanished early April 7 from the home he shared with his sister, Kieu Dylka; brother-in-law, Josh Dylka; and parents. Sheriff's deputies have had no confirmed sightings of Vu, and what tips have come in have led nowhere.

"After this amount of time, it looks more and more like there's something more to this case," Bieber said. "There's definitely something wrong, and we have to assume it's criminal in nature. You can't be lost in the Portland metro area with that much publicity and have no sightings."

Vu had never disappeared for more than an hour or two riding his bicycle in the neighborhood, Bieber said. He was last seen about 1 a.m. April 7 when he told his parents he was going to bed. Family members discovered he was missing from the home at 8 a.m.

FBI agents initially joined the search for Vu, as did volunteer divers. Deputies and agents checked video from area business security cameras and visited registered sex offenders who live in the area, but they came up empty-handed.

Khoi Vu, 25, was last seen by family members at home, 13110 N.E. 92nd St. in the Orchards area. The family had planned to get up early to leave for Seattle at 8 a.m., but Vu was not in the house. It is believed that Vu is a victim of homicide but that his body was never found. Investigators believe Vu’s body was disposed of in a dumpster and remains interred at a landfill near Boardman, Ore.

Details of Disappearance
Vu was last seen at his family's Clark County, Washington home sometime between midnight and 1:00 a.m. on April 7, 2007. He has never been heard from again. He was discovered missing at 8:00 a.m., and his bed did not appear to have been slept in.

Vu's favorite jacket was left behind, as was his bicycle, which was his primary means of transportation. He has left home before, but never for longer than an hour or two, and never at night. The night of his disappearance, there was a heavy rainstorm in the area.

Vu lived with his parents, sister and brother-in-law in April 2007. At the time of his disappearance, Vu's family was planning a trip to Seattle, Washington to celebrate his mother's birthday.

His loved ones do not believe he would have left home voluntarily, because he was excited about the upcoming trip. He may have traveled to Oregon, to Vancouver, Washington, or elsewhere in Washington state after his disappearance.

Initially police believed Vu simply wandered away from home, but as time passed without his being located, they began to investigate his disappearance as a possible crime.

Authorities now believe Vu was the victim of a homicide, and they think his body was put in a dumpster and ultimately wound up in a landfill near Boardman, Oregon. No suspects have been named in his case, however.

Vu is described as an outgoing individual who may approach anyone. He is capable of ordering food at a restaurant, usually by pointing at items on the menu, and of buying things at stores. He enjoys playing basketball and video games. He frequented the Albertson's grocery store in his neighborhood and may confuse other Albertson's chain stores with that one.

Due to his disabilities, Vu is considered to be in danger. His case remains unsolved.
