“As I moved closer, I could hear somebody making noise and yelling. I started to get close to the building and climbed into the debris, and I could hear him saying that he was over there, and I could see his arm sticking up through the debris and waving his hand,” Nicholas Balboa, a man from Phoenix, told CNBC’s “The News with Shepard Smith” on Thursday night.

“He was just saying, ‘Please don’t leave me, please don’t leave me.’ I told him that we weren’t going to leave him,” Balboa said. “It was myself and one other person. So, we were there and we just felt like we could get to him. It didn’t feel right to just leave him, especially hearing that his voice was just so young.”

Balboa was in Surfside, Florida, to visit his father when Champlain Towers South building crumbled early Thursday. According to NBC News, authorities were called about the collapse around 1:30 a.m. ET

What I can't understand is that there are so FEW listed as missing! That collapse was huge and at a time that most people typically would be home.
 
This is absolutely horrific. How terrifying for these people. How could this happen?. Aren't there building codes and checks?. No excuses for this. Just inexcusable!!!
 
IMO They were poorly constructed. If they were built in the 80's and collapsed. And 2 1/2 yrs ago they were warned. No excuse. None!!! And no amount of law suits will bring these people back.

Surfside Mayor Charles Burkett said he was working on a plan to temporarily relocate residents of the Champlain Towers North, which was constructed the same year and sits about 100 yards away from the collapsed building, and that FEMA has agreed to pay for lodging.

Burkett added that he was also trying to arrange an emergency inspection and until that happens, he can’t tell residents whether they’re safe in their homes.

“I know that the identical building collapsed for an inexplicable reason,” Burkett said. “Buildings in the United States do not just fall down. ... Something very, very wrong was going on at that building, and we need to find out.”

The mayor said he didn’t plan to order residents to evacuate, but if he lived there, “I’d be gone.”



The report also uncovered “abundant cracking and spalling” of concrete columns, beams and walls in the parking garage. Some of the damage was minor, while other columns had exposed and deteriorating rebar. It also noted that many of the building’s previous attempts to fix the columns and other damage with epoxy were marred by poor workmanship and were failing.

Gregg Schlesinger, a former construction project engineer who is now a lawyer handling construction defect cases, said another area of concern in the report is cracks that were discovered in the tower’s stucco facade. Schlesinger said that could indicate structural problems inside the exterior that could have been critical in the collapse.

“The building speaks to us. It is telling us we have a serious problem,” Schlesinger said in a phone interview Saturday.

He added that there are frequently “telltale signs” on oceanfront buildings indicating problems structurally largely from saltwater and salty air intrusion.

“This is a wakeup call for folks on the beach. Investigate and repair. This should be done every five years,” Schlesinger added. “The scary portion is the other buildings. You think this is unique? No.”
 
"It literally sounded like a bomb going off, like it was the loudest thing I've ever heard in my life," Groves told CNN. "The whole building shook. I mean, I felt like we were in the worst earthquake in my life."

"It shook very violently," he added.

Groves said he opened the curtains of his hotel room and couldn't see past more than four to five feet, but noticed a big crack in the glass where debris had hit. He said he thought they were in a tornado and began yelling at his wife to get up just as alarms began to sound in the building.

He and his wife grabbed their children, ages 3 and 7, leaving all their belongings behind and ran a few blocks away. Groves then took a video of the immediate aftermath of the collapse, still unsure of what had happened. The video shows the pile of rubble and debris littering the area.
