Davenport Police need help locating missing child

The Davenport Police are asking for the public’s help in locating a missing child.

Breasia Terrell, 10, was last seen in the 2700 block of East 53rd Street in the early hours of July 10.

Davenport Police are searching for a missing 10-year-old girl by the name of Breasia Terrell.

The last time anyone saw her was this morning on E. 53rd St., near Lorton Avenue.

She has been reported missing since around 3 a.m. and was last seen wearing a white t-shirt, shorts and flip-flops.

Early Friday night, around 4:30 p.m., police brought their search to Credit Island at the family’s request.

They say this was a frequent fishing spot for Terrell and her family.

Police were joined by the Davenport Fire Department in this investigation.

Crews brought out a boat, used sonar equipment and took pictures of the area, looking for any signs of Terrell’s whereabouts.

I think you're thinking too hard on this one. :)

Yeah, there are some confusing things in the media about the family dynamic and who is related to whom in what way. Because they do have an non-standard family dynamic. My guess is, since Dinkins is Breasia's brother's dad, her mom may just refer to him as "dad" or "their dad", biological or not. Her mom has said he was a "father figure". He is not her biological father.

It's not uncommon for a POI/suspect to not be charged at this stage. But they HAVE named Dinkins a person of interest. Which they cannot do without very good reason and evidence. I've seen some UNCONFIRMED RUMORS online that Dinkins' girlfriend woke up in the middle of the night and he and Breasia were both gone. He came back alone.

She's probably convinced she's alive because the alternatives are too hard to think about. Many, many parents of missing children "believe they are alive" despite mounds of evidence to the contrary. THIS is what a grieving mother, a real grieving mother, looks like. She goes to the suspect to try to get him to talk, she is out there looking for her baby girl. I think they probably confirmed where she was pretty early on, and there was nothing concerning, so they haven't mentioned it.

I will eat my sock if Dinkins is not solely responsible for Breasia's disappearance.




I very well could be. Where I lack info is like I did not know the rumor that the gf woke up and both were gone. Yet in the way stuff goes, I have seen other rumors. I probably am overthinking it. I guess if there were more verified it would help. I don't even think I have seen confirmation by LE that Breasia was at the home of the "father". Or confirmation of how it came about she was missing. Not by LE anyhow.

I do entirely get the mother wanting to believe she is alive and hoping to no end that she is. That one I never have trouble understanding at all. I think for me is the lack of confirmation of anything by LE of events of the evening or anything else. That always gets me and I guess I always figure there is a reason that they don't confirm, don't clear any parent, etc. Rumors do abound and I have seen some but again not the one you mentioned.

I also have a thing of when one article or remark does not match up to another. It always jumps out at me for some reason... Or usually does.

Thanks for filling in. I hope the mother is right and she is alive. If he is responsible, I think you know I hope he rots until the end of his days and then some.

Interesting remark. And not an encouraging one...

I think I said it before and I also admit I may be overthinking this one, but something with it just doesn't sit right with me, but I honestly am not sure what exactly it is... Things just don't "go together" or something... More than usual for me. And boy I know perps can be dumb, I probably say it almost every day but...

Maybe he seems to me too easy of an an answer or something... On the surface at least or on his own without help... I try to even come up in my head with the apartment scenario and his getting her out of there, apparently alive... I say that because as far as we know, there is no crime scene there...

Breasia often tagged along with her brother per her mother... A gf was present... He had his son... Breasia was not someone new to him in any way... So why now? I guess again I am looking for logic where there often is none with perps and cases... Sigh...

Search continues for missing Iowa 10-year-old, with reward increasing to $13,500

The FBI has increased to $13,500 the reward for information related to the disappearance of a 10-year-old Iowa girl who went missing earlier this month, officials said Saturday.

The FBI in Omaha is now offering a $10,000 reward in addition to the $3,500 being offered by local law enforcement for information that leads to the arrest of anyone involved in her disappearance, the Davenport Police Department said Saturday on its Facebook page.

“The No. 1 goal is to find the person who is responsible for the disappearance of Breasia and bring that person to justice,” Johnson said at a news conference.

Johnson said investigators “need any and all additional information and tips,” and that’s why the FBI increased the reward. On Wednesday, the FBI had offered $6,500 in addition to the local reward, increasing that amount to $10,000 on Saturday, making the reward total now $13,500.

The man Davenport Police have named as a person of interest in the disappearance of 10-year-old Breasia Terrell is wanted in Illinois on meth trafficking charges.

Henry Earl Dinkins, 47, is being held at the Scott County Jail right now on a sex offender registry violation charge and parole violation.

He is also now wanted in Bureau County, Illinois on two counts of manufacturing and delivering more than two pounds of meth.

Probably making too much of this but as we all know Davenport is on the border of IA and IL. If one looks at this county, it is straight down the interstate towards Joliet/Chicago area... About in the middle. I don't know that anything has anything to do with Breasia, but there sure appears to be bigger stuff going on here...

I was not sure so I looked it up and a Class X felony is the most serious charge after 1st degree murder in Illinois. These are no small charges. I have to wonder who in Dinkins life knew about this part and/or was involved?

Breasia Terrell: More questions than answers in the case of missing 10-year-old Davenport girl

It's been nearly three weeks since Breasia Terrell, 10, was last seen in Davenport and her family still has few answers about the disappearance.


Aishia Lankford, Terrell's mother, says she too is left with few answers, although she understands why police are withholding information to protect her daughter and the investigation.

Each day is a new challenge, said Lankford, who described feeling angry and anxious. She views photos of her daughter every morning, which she says provides her strength.

"I had a dream just the other night I found her walking on the highway," Lankford told the Register Monday. "Those are dreams. I wake up and I cry and I cry. ... but for Bree, I'm the strong one."


Lankford said Dinkins isn't talking about her daughter's disappearance and refused a visit from her at the Scott County Jail on Thursday. She has previously said Dinkins broke down when he saw Terrell's face on imprinted on a T-shirt during an earlier visit but denied having information that could help locate her daughter.

Lankford told the Register in an interview earlier this month that Dinkins and she aren’t close, and only see each other every couple of months when Dinkins wants to see his son. Lankford said although she was aware Dinkins was on the sex offender registry, she and her daughter never felt unsafe around Dinkins, and that Terrell had been around Dinkins since she was an infant.

Terrell had never stayed overnight at Dinkins house before she went missing; Lankford told the Register she allowed it this one time because Terrell was having fun with her half-brother and wanted to stay.

Now, she feels her children are unsafe around anyone.

“I’m still waiting for my baby to come home,” she told the Register Monday.

'We're walking billboards,' family of missing ten-year-old Breasia Terrell printing t-shirts and masks to spread her photo

Breasia Terrell's family says the ten-year-old has a reputation for telling the truth.

"If you want the truth, you're going to get it from Breasia," said cousin Shay Tate Moore, with a laugh. Moore said many of her family members lovingly tease Breasia for her truthful nature.

But until Breasia comes home, her family worries that there's no one to tell her story. And in the nearly three weeks that she's been missing, there's been precious little information about the investigation.


"My kids have played with Breasia, they’re cousins. And for my child to say 'Mom, do you know anything yet? Have you heard anything yet?'" Moore said. "We just want Breasia found. That's it. And it's very hard because it's like we're not getting anywhere."

Moore, like many others, has helped search muddy river banks and other areas for signs of Breasia. But as a fashion designer, she soon realized that she could put her skills to good use.

"And that brought me back into light, and that was like, hello. Let's go." Moore said. "Whatever we can put Breasia on, let's get her on there."

It started with t-shirts. Moore designs the image and prints them in her home fashion studio. Some people wear them everywhere, like Breasia's uncle Demarcus Lankford.

"We're walking billboards. I wear her shirt, her mask, everywhere I go," Lankford said.

The masks, too, feature Breasia's unmistakable smile.

Boy has this case gone quiet. Here is a recent article, a recap, some new to me, a couple of things struck me.

There is no mention in this one of a gf at Dinkins. It states Breasia said good night by text to her mother using Dinkins' phone. It also states that Breasia was last seen NEAR his apartment in the early morning hours of the 10th. I almost would assume that is from a video...? No mention of him or anyone with her...?

I know I am beating a dead horse but again, something is just wrong here... I am not even saying he is innocent, I just think there is something more here... Where did the Mother Goose thing come from for instance...

It sounds in this article like the arrangement with Dinkins was pretty casual, he'd just call her a few times a month to see his son... It even makes sense that Breasia had been around him before, we figured that out from her age and the brother's age, but if so common or so common for her to tag with her brother (said in other articles), then how is it she had never stayed over before... Why THIS time...? I know what she says makes sense in a way but it does not in another way... If so trusting of him around her, then WHY had she never stayed OVER before... Had she usually wanted to come home...? How is it they are sure she texted her mother if it was on his phone?

Overthinking I guess. However, they seem to have the "perp", know she was allegedly at his apartment and yet no crime scene and no Breasia... and apparently NO TRAIL. Weeks later... It doesn't make any sense/add up... Wouldn't they have video by now of his vehicles and more in those days in the city? Did he not come back to the apartment without her? If he took her somewhere? Any clothing of his or anything they have found to connect a thing?

And now we have of course serious drug charges in another state but near enough... Between a couple of pretty major cities...

I would give anything for a map and a view in this case of where all lies, his apartment, where the kids were picked up (if they were and when, not even sure we know that), the relationship of both, how close, and to the park and island as well...

This one just frustrates me to no end I guess... Some have that effect. Sorry for going on...

Debra Stevenson who works as a Student Achievement and Engagement Specialist for Davenport Schools says there is an average of about 70 kids in the mentorship program, STARS, she created each year. One of those students was Breasia Terrell who was in either first or second grade, according to Stevenson.

And since she's gone missing, Stevenson's been trying to find ways to help.

Breasia’s pictures are hung next to Stevenson’s own grandson, who is also 10 years old. With tears in her eyes, Stevenson says, “This is what my days have been like. You know, one of the messages as a school district employee that we’re always sending out there, is that we need to start seeing every single child as someone we know.”

Stevenson says Breasia was a good student and likely joined STARS for extra friends in the school. ”It may have even been the fact that she had two brothers and just needed somebody just to come in and, you know, and talk. You know, maybe girl things just to kind of connect in that way.”

Davenport School District is trying to do everything they can to help. Stevenson says Superintendent Dr. Robert Kobylski has met with Breasia's mother and is working to make sure they're prepared for when Breasia returns, "whether it's our counselors or our social workers or if we have to go outside and get additional support, he's willing to do that and he made that really really clear."

Bolded by me. I am always I guess over analyzing... First bolding, she does not know if first or second grade? Not even sure what that means, 10 years old is not 1st or 2nd grade, is it a partial quote of she has been there since that age? Second bolding, she had a mom but because of two brothers maybe needed a female to identify with? And extra friends.

This is not at you at all, it is at media and the what the hey? Or at the weird world perhaps and some areas in this world... I am going to say something that I am going to guess others have thought here... But have not said. This girl for being 10 looks older than her age in most of her pics. There I said it. But I am an old lady. And I know there is pressure on children to grow up fast and fit in... Worse in every generation and younger in every generation... But I am not 80! I am mid 50s... This child is ten. Ten years old. Ten...! I guess raised rural is one thing but even then she is ten! The older I get the worse I am at judging age but at ten I was an awkward gangly CHILD. And with later generations I still think of ten year olds as CHILDREN...

I still think in this case there is more than meets the eye here. I don't always feel that way but in this one I do.

Mother of missing 10-year-old Breasia Terrell responds to questions about her cooperation in police investigation

Nearly a month after ten-year-old Breasia Terrell went missing on July 10th, her mother Aishia Lankford says she is doing everything she can to cooperate with police and bring her daughter home.

Davenport Police have not provided a formal update on their investigation in nearly two weeks. At a July 22nd press conference, Chief Paul Sikorski appeared to cast doubt on the cooperation of some members of Breasia's family, pausing for several seconds when asked about it by a reporter.

"We're definitely focusing on family and definitely interviewing family members. I think the cooperation level, that is something that may come out later on," Chief Sikorski said.

News Eight asked Lankford about that moment on Wednesday.

"At that exact moment? We took it as, who the hell are you talking to?" Lankford said. "Because we have been cooperative. We have been listening."

Lankford said that she even turned over her phone to Davenport Police to analyze last month.

After reflection, she believes Sikorski was referring to the family of Henry Dinkins, who has been named as a person of interest in the disappearance of Breasia and is in custody at the Scott County Jail on unrelated charges.

"Henry. Henry`s mother. His girlfriend. His sister. You know those are the ones that are constantly going downtown trying to get his belongings, instead of trying to help me get into their brother's head," Lankford said.

For the last four weeks, Lankford said she and her family members have been taking the road with their "Breemobiles," vehicles decorated with Breasia's photo and packed with missing persons posters.

"We know that we may be the ones that may be able to break the case just by getting her pictures out there, getting them on anybody’s hand that’s willing to take a flyer," Lankford said.

This one, one can think I am overthinking but I don't think so. Not saying Dinkins is not involved or may be the overall sole perp but there is more. Even if it is a hiding of something like someone being in his alleged drug biz with him or getting drugs from him or maybe that Breasia was over there more than said, there is something more.... Maybe just a covering of one's own butt but not related to what happened to Breasia... Or it may be related...

No way did that Chief of Police take the question if family was cooperating to mean Dinkins or his gf or family... I don't think so. The mother herself made it clear Breasia had never stayed the night there before. That's not Breasia's family. And his gf certainly isn't...

Quad Cities Missing Persons Network continues to rally behind 10-year-old Breasia Terrell

It’s been a couple of weeks since Davenport Police have held a news conference about Breasia.

Detectives spoke one on one with Local 4 Friday, they say the investigation is still a priority.

They say they’re still exploring all options, and are in touch with Breasia’s mother almost everyday.

They say she’s been cooperating since day one.

“It’s not forgotten about, and it won’t be forgotten about,” says Stephanie Kinney, Board member of the Quad Cities Missing Persons Network.

Friday marks exactly 4 weeks since the disappearance of 10-year-old Breasia Terrell, but yet The Quad Cities Missing Persons Network is still rallying behind her. They want to do what they can to help bring her home.

“It’s no stone left unturned, and we will do whatever we can, with whatever information we’re given to bring her home,” says Kinney.

Kinney says, there have been no law enforcement searches for Breasia in weeks.

Davenport police still investigating disappearance of Breasia Terrell one month later

The Davenport Police Department shared an announcement on Wednesday letting the public know they are still searching for missing 10-year-old Breasia Terrell over a month after her disappearance.

Law enforcement says they are in frequent contact with Breasia’s mother, Aishia Lankford, who continues to distribute fliers throughout the Quad Cities and surrounding areas in an effort to locate her daughter.

The Davenport Police Department is continuing to ask for the public’s assistance in providing any information regarding the whereabouts of Breasia. In July, the police department named Henry Dinkins as a person of interest in Breasia’s disappearance and asked for any information regarding his whereabouts between 10:00 p.m. on Thursday, July 9, 2020 to 12:00 p.m. on Friday, July 10, 2020.

“Henry Dinkins remains in custody on unrelated charges at this time,” Davenport Police Chief Paul Sikorski said in a news release. “There are people who know what happened to Breasia , and I urge them to come forward with any information to help law enforcement locate Breasia.”

Henry Dinkins pleaded not guilty to three sex-offender charges. If convicted, he could face enhanced sentencing as a habitual offender

While the search for missing Davenport 10-year-old Breasia Terrell has faded from headlines and newscasts, the person of interested in her disappearance faces new charges related to his status as a sex offender.

Scott County prosecutors added two more sex offender registration violations against Henry Earl Dinkins, 47, and in court documents filed Thursday said it intends to seek enhanced sentencing under the habitual offender code.

Dinkins is now charged with three counts of sex offender registration violations. He entered a plea of not guilty Thursday and demanded a speedy trial. Marlita Greve, Chief District Judge of the Seventh Judicial District, set a pretrial conference for 1 p.m., Aug. 28 in the Scott County Courthouse.


He was charged with the first count sex offender registration violation not long after his arrest June 10. The charge alleges Dinkins failed to notify the Scott County Sheriff's Office within five business days of a change in residence or failing to disclose multiple residences.

The first of the two new charges alleges Dinkins failed to notify the Scott County Sheriff’s Office of his use of a Chevrolet Camaro.

The third count charges Dinkins with failing to notify the sheriff’s office of his use of a 2007 Chevrolet Impala.

Each of the charges is a Class D felony that carry a prison sentence of five years.

If Dinkins is sentenced as a habitual offender he would have to spend at least three years in prison before he is eligible for parole and could remain in prison for no longer than 15 years.


Once Dinkins works his way through Iowa courts, he will have to go to Bureau County, Illinois, were he is facing methamphetamine trafficking charges. According to Bureau County Circuit Court electronic records, Dinkins is facing one count of manufacture and delivery of more than 200 grams of amphetamine or an analog of amphetamine, and one count of delivery of more than 900 grams of methamphetamine.

Both Illinois charges are Class X felonies under Illinois law that carry a prison sentence of six to 30 years.
